A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Vessel did not have 3 serviceable fire buckets on board during the time of inspection. 46 CFR 181.610

A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford adequate precaution against hazards that might endanger the vessel and the persons being transported. The Starboard engine was missing the engine mounting hardware on one of the engine mounts. 46 CFR 185.100

Where an exhaust pipe passes through a watertight bulkhead, the watertight integrity of the bulkhead must be maintained. In the steering compartment the fiberglass section of the exhaust exiting through the transom was leaking water into the space. 46 CFR 182.430(f)

Nav Charts and Pubs appropriate for the intended voyage, a vessel must carry adequate and up-to-date:(1) Charts of large enough scale to make safe navigation possible;(2) U.S. Coast Pilot or similar publication;(3) Coast Guard Light List;(4) Tide tables; and(5) Current tables, or a river current publication issued by the U.S. Army Corps of Engineers or a river authority. Vessel was using cell phone, but did not have the sections for their intended route saved or downloaded. 46 CFR 184.420

All cable and wire must be installed with metal supports spaced not more than 610 millimeters (24 inches) apart, and in such a manner as to avoid chafing and other damage. The use of plastic tie wraps must be limited to bundling or retention of multiple cable installations, and not used as a means of support. In the engine room the wiring needs to be properly fitted to hangers. 46 CFR 183.340

The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. Vessel replaced a wire and did not make the penetration watertight after new install. 46 CFR 179.320

All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. Port engine had a fuel leak on a loose fuel line which was tightened during the time of inspection. 46 CFR 182.100

propulsion Machinery shall be suitable in type and design for propulsion requirements of the hull in which it is installed. The shaft packing had to be tightened during the time of inspection to eliminate excessive water leakage. 46 CFR 182.05-1

Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. Marine inspector observed no fire detection system located in accommodation space. Vessel shall install a fire detection system in accommodation space. 46 CFR 181.405 (c)

Each door, hatch, or scuttle, used as a means of escape, must be capable of being opened by one person, from either side, in both light and dark conditions. The method of opening a means of escape must be obvious, rapid, and of adequate strength. Handles and securing devices must be permanently installed and not capable of being easily removed. A door, hatch or scuttle must open towards the expected direction of escape from the space served. Marine inspector observed forward emergency escape only operable from inside the space. Vessel shall ensure the escape hatch is operable from both inside and outside the space. 46 CFR 177.500 (h)

Each life jacket must be marked with Type I retroreflective material approved in 46 CFR 164.018 or other standard specified by the Commandant. MI observed life jackets were fitted with non-approved retroreflective material. Use Type I retroreflective material meeting 164.018.

All vessel except non-self-propelled vessels shall be provided with suitable steering apparatus. MI observed excessively corroded hydraulic hose fittings. 46 CFR 183.30-1

On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high-water level in each of the following normally unmanned spaces A space with a non-watertight closure, such as a space with a non-watertight hatch on the main deck. MI observed void area with non-watertight closure on maindeck without an installed high level alarm.

A vessel to which this subchapter applies may not be operated without having onboard a valid U.S. Coast Guard Certificate of Inspection. During admin inspection MI noticed vessels COI drop dead date was 06SEP2024.

Propulsion machinery shall be suitable in type and design for propulsion requirements of the hull in which it is installed. MI observed that the starboard reduction gear shift linkage bracket was held improperly secured. Vise grips pliers were being used in place of a bolt. 46 CFR 182.05-1

Propulsion machinery shall be suitable in type and design for propulsion requirements of the hull in which it is installed. MI observed that the starboard shaft had excessive leakage into the engine room.

A vessel on a limited coastwise route must carry— Six hand red flare distress and Six hand orange smoke distress signals. MI observed 0 flares onboard at the time of inspection.

The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. MI observed 1 hole in bulkhead with battery cable running through without being sealed or made watertight.

A visual and audible alarm must be provided at the operating station to indicate a high water level. Additionally, a visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. MI observed the fwd bilge pump visual indicator at the control station was not operational, and the fwd high water level visual alarm was not operational. Repair visual indicator for fwd bilge and high water level at operating station.

A vessel of more than 26 feet in length, but not more than 65 feet, must carry a minimum of one life buoy of not less than 24 inches in diameter; and Each ring life buoy on a vessel must: Be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150. MI observed life buoy to be in state of disrepair, life buoy faded, solas tape worn and life lines dry rotten.

For a life float, must be approved under approval series 160.027-2 or other standard specified by the Commandant. MI observed life float installed with non-approved retro-reflective tape. Use Type II retroreflective material meeting 164.018 on each side and end of life float. 46 CFR 180.200 (a)(2)

The lights prescribed in these Rules (Subpart C) shall have an intensity as specified in Annex I to these Rules (33 CFR part 84), so as to be visible at the following minimum ranges: (ii) A sidelight, 2 miles;(iii) A sternlight, 2 miles. MI observed stern and port light to be inoperable. 33 CFR 83.22(b)

Deck rails must be designed and constructed to withstand a point load of 91 kilograms (200 pounds) applied at any point in any direction, and a uniform load of 74 kilograms per meter (50 pounds per foot) applied to the top rail in any direction. MI observed deck rails with missing, loose mounting hardware. 46 CFR 177.900

The EPIRB test required by paragraph (a) shall be logged or otherwise documented, as applicable. MI found vessel to not have a EPIRB Test log, create and log test accordingly. 46 CFR 185.728(c)

The master shall conduct sufficient drills and give sufficient instructions to make sure that all crew members are familiar with their duties during emergencies that necessitate abandoning ship or the recovery of persons who have fallen overboard. Abandon ship and man overboard drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. 46 CFR 185.520(a)(f)

The master shall conduct sufficient fire drills to make sure that each crew member is familiar with his or her duties in case of a fire. Fire fighting drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. 46 CFR 185.524(a)(d)

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. 46 CFR 184.710

Each officer employed on any vessel subject to this subchapter must have his or her license or merchant mariner credential onboard and available for examination at all times when the vessel is operating. Vessel’s master was unable to produce a MMC. 46 CFR 185.402

An adult life jacket must be provided for each person carried on board a vessel. In addition, a number of child size life jackets equal to at least 10% of the number of persons permitted on board must be provided, or such greater number as necessary to provide a life jacket for each person being carried that is smaller than the lower size limit of the adult life jackets provided to meet this section. MI observed 7 life jackets in unsatisfactory condition due to water intrusion, and mold. 46 CFR 180.71(a)
