The owner or managing operator shall make a vessel available for drydock examinations, internal structural examinations, and underwater surveys (UWILD) required by this section. The vessel's credit dry dock was due on April 30, 2025. The owner failed to make the vessel available for dry dock. 46 CFR 176.600

All vessels shall be provided with bilge pumps in accordance with Table 182.25-10(a). The portable hand pump was inoperable when tested by the crew. The rubber on the pump was found deteriorated and cracked preventing the pump from creating suction and pumping water from each space. 46 CFR 182.25-10

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: A space with a through-hull fitting below the deepest load waterline, such as a lazarette; A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space; and A space with a non-watertight closure, such as a space with a non-watertight hatch on the main deck. Vessels constructed of wood must, in addition to paragraph (a), provide bilge level alarms in all watertight compartments except small buoyancy chambers. The bilge high level alarm panel was relocated from the operating station to inside of the cabin on the main deck. Provide a bilge high level alarm at the operating station for all watertight compartments using the MWTB frame numbers identified on the stability letter as spaces that would be considered watertight. 46 CFR 182.530

A vessel on which a pre-engineered fixed gas fire extinguishing system is installed must have the following equipment at the operating station: A light to indicate discharge. The starboard side pre-engineered FireBoy visual alarm was inoperable when tested by the crew. 46 CFR 181.420(b)

Except for engine exhausts, each inlet or discharge pipe that penetrates the hull below a line drawn parallel to and at least 150 millimeters (6 inches) above the deepest load waterline must have means to prevent water from entering the vessel if the pipe fractures or otherwise fails. A positive action valve or cock that is located as close as possible to the hull is an acceptable means for complying with paragraph (b) of this section. The shutoff valve for the starboard main engine sea strainer was found frozen open and will not prevent water from entering the vessel if the pipe fractures. 46 CFR 171.119(b)

Shutoff valves, installed so as to close against the fuel flow, shall be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. The remote fuel shutoff valves located in the port and starboard fuel tank spaces were not operable when tested. The shut off valve at the engine end in the port engine room was not operable when tested by the crew. 46 CFR 182.20-40(b)(3)

All wiring and cables shall be suitable for marine service and for the particular installation used. All electrical installations shall be to the satisfaction of the OCMI. The operator installed a 6000W power inverter behind the operating console. The inverter's AC power conductors were found connected at stud on the bulkhead with no enclosure. The unprotected stud and AC conductor is live when energized and a bundle of other DC/AC conductors were found installed on top of the live stud connection creating enough heat/resistance to melt some of those conductor's thermoplastic. The AC connections shall be made in an enclosed UL listed junction box or UL listed distribution panel and is now considered a new electrical installation IAW 46 CFR 183.115(c). 46 CFR 183.01-15

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. The marine inspector identified flammable paint and diesel portable fuel tanks stored in the port and starboard internal cabin over top of the fuel tanks. The electrical devices in these spaces are not suited for storage of flammable paint and the storage of each of these items presents a fire hazard onboard. 46 CFR 176.25-50

The 225 Amp fuse is too large to serve as the overcurrent protection for the 16 AWG conductor. Size the overcurrent protection IAW the current carrying capacity of the conductor. 46 CFR 183.01-15

Identified welding cable installed in the DC circuit behind the operating station and in both engine compartments. All conductors must be in accordance with the approved conductors listed in 46 CFR 183. Welding cable is not permitted due to the thermoplastic minimal thickness which presents a fire hazard when installed in a branch circuit. 46 CFR 183.01-15

A suitable hull strainer shall be installed in the circulating water intake line for the main engine. The starboard main engine strainer was found with heavy corrosion around the strainer lid. Clean the area for MI to inspect for serviceability. 46 CFR 182.20-10(b)(3)

All wiring shall be run as high as practicable above the bilges. The starboard main engine starting battery negative conductor was found installed without support from the starting battery under the main engine and directly in the bilge. 46 CFR 183.05-50

Batteries shall be secured against shifting of the boat. The batteries found in the port and starboard engine compartments were found unsecured for movement in any direction. 46 CFR 183.05-20(b)

On wooden vessels the enclosures and frames of electrical equipment must be bonded together to a common ground by a normally non-current carrying conductor. Metallic cases of instruments and secondary windings of instrument transformers must be grounded. The AC/DC inverter is not connected to the common ground. All metalic enclosures for any electrical equipment onboard shall be connected to the common ground. 46 CFR 183.05-50(d)(2)

Receptacle outlets and attachment plugs for portable lamps, tools, and similar apparatus operating at 100 volts or more, must have a grounding pole and a grounding conductor in the portable cord. The outlets attached to the new electrical installation, a 6000W AC/DC inverter, must have a grounding conductor attached to the common ground. 46 CFR 183.370(b)

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. The port and starboard engine rooms have a window that can be opened which faces the main deck passenger space of the vessel. There is no means to effectively close or seal the window in the event the FireBoy pre-engineered system is discharged. 46 CFR 182.465(h)

Mechanically propelled "S" vessels which are ferry vessels or which carry more than 49 passengers shall comply with Subchapter F. The piping for the sea water cooling on the port main engine was found with non-metallic piping which is not permitted. 46 CFR 182.40-5

Third party survey on rigging is not complete due to COVID 19 travel restrictions. VSL shall not operate under auxiliary sail until a satisfactory unstepping of the mast and rigging tuning are conducted.

MSD Saipan approved the company's extension request for vessel's dry dock exam and unstepping the rig. Vessel will NOT carry passenger until satisfactory dry dock exam, unstepping the rig, sea trails under sail and rig tunning are completed.

Remove dead end wires in port engine room forward bulkhead.

Repair salt water leak on three way valve forward of port propulsion engine.

Vessel must maintain the steering system as required by 46 CFR 182.530. Found small hydraulic fluid leak at the base fo steering wheel. Repair hydraulic fluid leak at the steering hub.

Machinery and equipments must be installed and maintained in such a manner as to afford adequate protection from failure as required by 46 CFR 182.100. Found port reduction gear heat exchanger(H/E) with rusted & leaking hose fitting. Replace wasted hose fitting and properly secure the H/E to the support bracket.

Found several location below water line in both hulls previously repaired with Bondo. Remove Bondo from all indicated areas and repair to original.

Found two port propeller blades bend at the trailing edge of the blade. Replace port propeller.

Found rot wood beneath starboard rubber rail. Remove rubber rail and replace rot wood same as original.

Found FRP crack starboard forward space below hand rail stanchion. Repair damaged FRP.

Unable to inspect port & starboard strut welds due to resin and paint. Remove resin and paint on the strut welds.

Make all through hull valves and fittings avialable for inspection.

Found total (13) wasted fasteners on port and starboard chain plates. Renew all chain plates nuts and bolts as original

Found rot deck wood forward of the main cabin. Replace all indicated rot deck wood with marine grade material.

Found death end wires forward port work shop. Remove death end wires.
