On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: A space with a through-hull fitting below the deepest load waterline, such as a lazarette; A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space; and A space with a non-watertight closure, such as a space with a non-watertight hatch on the main deck. Vessels constructed of wood must, in addition to paragraph (a), provide bilge level alarms in all watertight compartments except small buoyancy chambers. The bilge high level alarm panel was relocated from the operating station to inside of the cabin on the main deck. Provide a bilge high level alarm at the operating station for all watertight compartments using the MWTB frame numbers identified on the stability letter as spaces that would be considered watertight. 46 CFR 182.530

Shutoff valves, installed so as to close against the fuel flow, shall be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. The remote fuel shutoff valves located in the port and starboard fuel tank spaces were not operable when tested. All wiring and cables shall be suitable for marine service and for the particular installation used. All electrical installations shall be to the satisfaction of the OCMI. The operator installed a 6000W power inverter behind the operating console. The inverter's AC power conductors were found connected at stud on the bulkhead with no enclosure. The unprotected stud and AC conductor is live when energized and a bundle of other DC/AC conductors were found installed on top of the live stud connection creating enough heat/resistance to melt some of those conductor's thermoplastic. The AC connections shall be made in an enclosed UL listed junction box or UL listed distribution panel and is now considered a new electrical installation IAW 46 CFR 183.115(c). 46 CFR 183.01-15

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. The marine inspector identified flammable paint and diesel portable fuel tanks stored in the port and starboard internal cabin over top of the fuel tanks. The electrical devices in these spaces are not suited for storage of flammable paint and the storage of each of these items presents a fire hazard onboard. 46 CFR 176.25-50

Machinery and equipments must be installed and maintained in such a manner as to afford adequate protection from failure as required by 46 CFR 182.100. Found port reduction gear heat exchanger(H/E) with rusted & leaking hose fitting. Replace wasted hose fitting and properly secure the H/E to the support bracket.
