Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made with out the approval of the cognizant OCMI... The vessel has recently upgraded main propulsion throttle system to new model and has experienced faults in system and loss of propulsion on the port engine. After repairs are made schedule with marine inspector to verify new arrangement and electrical diagram. 46 CFR 176.700(a)

Resolution: Crew technician installed APS system per manufacturer's instruction. Crew demonstrated that a loss of power did not increase engine RPMs.
