New installations of electrical equipment and material, and the repair or replacement of wire and cable, on an existing vessel, which are completed to the satisfaction of the OCMI. Vessel installed a new Port side generator, not in kind. Submit drawing, sketches, or written specification describing the details of any proposed alterations in accordance with 46 CFR 176.700 prior to carriage of passengers.

The owner or managing operator shall make a vessel available for drydock examinations, internal structural examinations, and underwater surveys required by this section. Vessel missed their dry dock and internal structural exam. Drydock and internal structural exam shall be completed, prior to carriage of passengers.

Each circuit breaker must meet UL 489 (incorporated by reference; see 46 CFR 175.600) or other standard specified by the Commandant, and be of the manually reset type designed for:(1) Inverse time delay;(2) Instantaneous short circuit protection; and(3) Switching duty if the breaker is used as a switch. MI observed vessel's 65 kW generator's circuit breaker is not UL 489 rated. Please submit vessel plans to demonstrate compliance.

*Operator stated that EPIRBS have been tested and logged. Check at reinspection* Each EPIRB, other than an EPIRB in an inflatable liferaft, must be tested monthly, using the integrated test circuit and output indicator, to determine that it is operative. Vessel has not conducted monthly EPIRB tests. Conduct.

*Operator stated that an updated chart has been provided. Check at reinspection* As appropriate for the intended voyage, a vessel must carry adequate up-to-date: Charts of large enough scale to make safe navigation possible, U.S. Coast pilot or similar publications, Coast Guard light list, tide tables and current tables or a river current publication issued by the U.S. Army corps. of Engineers or a river authority. Vessel doesn't have updated charts and navigational publications on board. Provide.

*Operator stated that the proper number of lifejackets is onboard and labelled. Recount all lifejackets at reinspection* The number and identification of the items stowed inside, and their sizes must be marked in clearly legible letters and numbers on each container for life jackets... Found Children's life Jacket Stowage area unlabeled. Label.

Every vessel subject to Part Ill of Title Ill of the communications act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with 80.59 once every five years. Vessel's FCC Safety radiotelephony certificate was expired. Renew.

Each vessel must carry a certificate with a valid endorsement while subject to the Bridge to Bridge Act. vessel had expired Bridge to Bridge certificate. Renew within 7 days.

*Operator provided a procedure for running the secondary bilge pump. Reinspect when all deficiencies are rectified.* At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including (h) the Operational test of the means provided for pumping bilges. Could not test secondary bilge pumping system.

The method of opening a means of escape must be obvious, rapid, and of adequate strength. Void 1 relief valve for the vessels escape hatch was stuck making it difficult to open. Repair within 7 days.

A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry—(1) Six hand red flare distress signals approved in accordance with § 160.021 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.121; and(2) Six hand orange smoke distress signals approved in accordance with § 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. Vessel did not have the required distress flares and smoke signals. Provide within 7 days.

*Temp repair sat. Perform full repair prior to credit DDX.* Machinery, equipment, materials, and arrangements not covered by standards in this subchapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. MI's found a hole in the bilge piping in the generator room.

Materials used in piping systems must meet the requirements of this subpart and be otherwise acceptable to the cognizant [name withheld] found a burst raw water hose on the main propulsion engine. Repair within 7 days.

*Operator confirmed that cable supports have been installed. Check at reinspection* All cable and wire must: Be installed with metal supports spaced not more than 610 millimeters (24 inches) apart, and in such a manner as to avoid chafing and other damage. Electrical cable was found unsecured on the starboard side of the engine room.

A water heater must meet the requirements of parts 53 and 63 of this chapter if rated at not more than 689 kPa (100 psig) and 121 °C (250 °F), except that an electric water heater is also acceptable if it: Is protected by a pressure-temperature relief device. A Hubbell instant hot water heater was found in the generator compartment without a pressure-temperature relief device. Provide within 7 days.

Electrical equipment exposed to corrosive environments must be of suitable construction and corrosion-resistant. MI's found a blank missing in a distribution panel serving midship cabins, located in the generator compartment. Provide within 7 days.

Internal combustion engine exhausts, boiler and galley uptakes, and similar sources of ignition must be kept clear of and suitably insulated from combustible material. A small reducer used for the starboard genset exhaust was found to be made of plastic. Replace with noncombustible material within 7 days.

The general construction of the vessel must be such as to minimize fire hazards insofar as it is reasonable and practicable. A hole was found in the forward bulkhead of the generator room, on the port side, upper section. Repair within 7 days.

Exhaust gas must not leak from the piping or any connections. The piping must be properly supported by noncombustible hangers or blocks. MI's found an exhaust bracket on the starboard genset unsecured. Secure within 7 days.

The design, materials, and construction of masts, posts, yards, booms, bowsprits, and standing rigging on a sailing vessel must be suitable for the intended service. MI's found a rigging survey had not been conducted in accordance with the vessel's sail PMP. Conduct a rigging survey within 20 days.

Where a trunk (i.e., an enclosed passageway through a deck or bulkhead) is installed, it must comply with the requirements of § 179.360(a)(1) and with the requirements of § 171.113 in subchapter S of this chapter. MI's found the forward hatch leading to the upper deck not able to fully secure. Adjust or repair as necessary to fully secure & conduct hose test.

Each lighting fixture globe, lens, or diffuser must have a guard or be made of high strength material, except in an accommodation space, radio room, galley, or similar space where it is not subject to damage. MI's found multiple broken light enclosures throughout the ship. Repair.

For a grill or similar type of cooking appliance, means must be provided to collect grease or fat and to prevent its spillage on wiring or the deck. MI's found unprotected cooking equipment in the food preparation area. Remove, or provide documentation that the cooking appliance does not exceed 250 deg. F. such to make it galley equipment.

Violation Cite: 46 U.S.C. 8104(a) - Watches on Vessels To wit: After your request for reconsideration to sail short was denied, your vessel, ARABELLA, went underway with passengers for hire without a sufficient number of licensed mariners as required by your Certificate of Inspection and route of transit from July 2, 2024 to July 5, 2024.

(b) An abandon ship drill must be conducted as follows: (1) ...crew shall participate in at least one abandon ship drill each month. Conduct crew familiarization & training IAW emergency and regular duties. 46 CFR 122.520(b)(1)

(e) Each rescue boat required in accordance with § 117.210 of this subchapter must be launched with its assigned crew aboard and maneuvered in the water as if during the actual man overboard situation... Conduct crew familiarization & training IAW emergency and regular duties. 46 CFR 122.520(e)

(a) Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels... Demonstrate sufficient enrollment documentation for all crew members involved in the safe operation of the vessel during regular and emergency duties. 46 CFR 16.230(a)

A station bill must be posted by the master on a vessel of more than 19.8 meters (65 feet) in length having a Certificate of Inspection requiring more than four crew members at any one time, including the master. Station bill onboard needs to be updated. 46 CFR 185.514(a)

(a)... stations in the maritime service must be licensed by the FCC either individually or by fleet.(b) One ship station license will be granted for operation of all maritime services transmitting equipment on board a vessel... Vessel's ship station license is expired. 46 CFR 80.13(a)-(b)

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the... following...(3) Inspection of the condition of the superstructure, masts, and similar arrangements constructed on the hull, and on a sailing vessel all spars, standing rigging, running rigging, blocks, fittings, and sails; Operator will conduct and log monthly rigging equipment and components inspection IAW NVIC 02-16. Additionally, operator will remove paint bottom tang of main fisherman and send photographs to MI for further material inspection. 46 CFR 176.802(a)(3) NVIC 02-16, GUIDANCE FOR SAIL RIGGING AND MASTS ON INSPECTED SAILING VESSELS

Near-coastal means ocean waters not more than 200 miles offshore from the U.S. and its possessions... The vessel is certficated on an Oceans Route, however, MI observed no licensed 100GRT ocean master or mate onboard and 03 licensed 100GRT masters only endorsed for near coastal masters. Vessel limited to no more than 200 nm from shore until Owner/Operator provides documentation of qualified individuals.

Each door, hatch, or scuttle, used as a means of escape, must be capable of being opened by one person. Aft escape hatch too heavy to lift from below. Adjust spring assist mechanism or replace springs.

Aft escape hatch is not watertight, renew gaskets and make watertight.

Penetrations of required watertight decks and bulkheads by any rigid plastic pipe are prohibited unless where both plastic and metallic materials are used in piping that penetrates a bulkhead, and the two materials exist entirely on opposite sides of the bulkhead, a metallic shutoff valve must be installed at the bulkhead in the metallic part of the system. Stbd side fwd watertight bulkhead in lazarette: Install a valve at bulkhead in metallic piping where plastic tubing is run.

The owner or managing operator shall submit drawings, sketches, or written specifications describing the details of any proposed alterations. Submit raw water cooling pipe modification drawings for the port and starboard generators to the USCG Marine Safety Center and obtain approval. Install IAW the approved plans to the satisfaction of the attending USCG Marine Inspector prior to carriage of passengers.

Irrespective of build date, a vessel to which Subchapter T applies must meet 46 CFR 184.410(b) if it is not a ferry and has overnight accommodations for passengers no later than March 28, 2022. Vessel must submit plans to the cognizant OCMI for the installation and use of the monitoring device to ensure the wakefulness of the watchmen required by 46 CFR 185.410(a). Installation to be IAW approved plans and to the satisfaction of the attending USCG Marine Inspector.

Each overnight accommodation space on a vessel with overnight accommodations for passengers must be fitted with an independent modular smoke detecting and alarm unit in compliance with 181.450. Notifier system is displaying a fault alarm after the secondary source of power was renewed. Technician's report will be required prior to overnight passengers.

Each survival craft must be provided a hydrostatic release unit. All three liferafts had HRU due to expire in June. Renew prior to operation beyond 3 NM from the shore.

For portable fire extinguishers, the inspections, maintenance procedures, and hydrostatic pressure tests required by Ch. 4 NFPA 10. Monthly checks weren't being completed, one of the bracket securing straps were broken and the discharge horn on the portable at the operating station was broken.

On a vessel of more than 65 feet in length the public address sytem must be a fixed installation and be audible during normal operating conditions throughout the accomodation space. PA system was determined to insufficient as interference was making the message unreadable.

Adult lifejackets have expired lights. Replace all expired lights. 46CFR180.25-20(a)

ARABELLA uses overnight accommodations for passengers and is therefore subject to interim rule contained in 46USC3306(n). Vsl must install interconnected fire detection system in all spaces where passengers or crew have routine access. Vsl has system installed but has no means to test system. Must test system in presence on MI. 46USC3306(n)

Vsl must submit written procedures for safe handling of storage of potentially haz items, rechargeable batteries, procedures for monthly egress training, procedures for watchkeeping monitoring and device installation to ensure wakefulness of required night watchmen and procedures for passenger egress drills prior to getting uw.

A FLUSH MOUNTED DECK HATCH EXPOSED TO THE WEATHER SHALL BE WATERTIGHT. REPAIR LAZARETTE MAIN DECK WT HATCH, DEMONSTRATE WATERTIGHT. TEMP REPAIR ACCEPTED FOR ONE TIME VOYAGE TO HOMEPORT.

The vessel had just brought new life rings on board and in process of replacing the old life rings. Vessel must provide proof that new life rings have proper labeling prior to being put into service.

Vessel had heaters on board over 1,000W that did not have grounding prongs. Vessels were taken out of service while inspection team was on board.

The battery on the Epirb is expired, replace prior to operating beyong 3 miles from shore.

The pipe between the foward and aft fire hydrant is corroded and needs to be replaced. The fwd hydrant is fully operational the aft had to be blanked off to prevent water damage to the interior of the main deck acoomidation area.

Make permanent repairs to door leading to SSDG machinery space prior to carrying passengers. Cleared previous deficiency, re-issued requiring repairs PTCP.

Make permanent repairs to WTD bulkhead aft SSDG machinery space centerline, bulkhead not watertight. Bolt hole and non-watertight cable penetration through bulkhead.

Make permanent repairs to broken vent piping in bilge of fwd crew quarters. Vent terminates in bilge, vessel's crew unable to determine if vent is from MSD or water tank.
