The PSCO was unable to properly test the Inert Gas system. The crew could not demonstrate the system ability to maintain a flow of inert gas. When the system reaches 7 percent oxygen the it shut downs, reads zero percent oxygen and gives a low oxygen content alarm. Prior to use of the Inert Gas system it must be inspected and properly tested in the presence of Coast Guard Marine inspector.
