Oily Water Separator (OWS) failed to operate properly. A sample of OWS effluent was taken when oily content monitor (OCM) indicated 12 ppm. The sample was dark brown with oil globules throughout. The OWS must be cleaned, repaired, and the OCM calibrated to identify the correct oily content of the OWS effluent.

Resolution: OWS system was repaired by the chief engineer by cleaning the system and replacing the filters. An OWS serviced technician then calibrated the OCM and the system was tested to the satisfaction of a Coast Guard inspector.
