46 CFR 127.310 - Each vessel must have permanently installed efficient guard rails or bulwarks on decks and bridges. Each rail or bulwark must stand at least 1 meter(39 1/2 inches) from the deck. Rails on the bow of the vessel are cracked and broken off, repair or replace to the satisfaction of CG Inspector.

Each watertight door on a vessel in ocean service must be designed to withstand a head fo water equivalent to the depth from the bottom of the sill to the margin line but in no case less than 10 ft. The watertight door between the two engine spaces was not able to be dogged and the gasket was not properly installed.

Materials used in piping systems must be selected from the specifications that appear in Table 56.60-2: ASTM F 1201 Standard specification for fluid conditioner fittings and piping (incorporated by reference). Fuel Strainers on main engines and generators were of the clear plastic type that are not constructed IAW ASTM F 1201.
