Prior to loading the vessel, as per 46CFR35.35-70(b) ensure the cargo header relief valve is properly tested. The relief valve is set at 150 psi but the system was only tested to 188 psi. With a 150 psi relief valve the system should have been tested to 225 psi as per 33CFR156.170.
