This creates an accessibility issue for passengers to get a life jacket in an emergency situation. Vessel must move at least 50 life jackets (and 5 child size) to the main deck, or provide a plan and have it be accepted by the USCG as to how the passengers will receive life jackets from the second deck in an emergency situation.
