SERENITA

The owner or managing operator shall make a vessel available for drydock examinations, internal structural examinations, and underwater surveys (UWILD) required by this section. The SERENITA dry dock due date is January 31, 2025. The vessel is not permitted to conduct commercial passenger operations until a dry dock exam is completed. 46 CFR 176.600

When the cognizant OCMI or the Commanding Officer, Marine Safety Center determines, in accordance with § 178.210, that a vessel must have stability details indicated on its Certificate of Inspection or a stability letter, the owner or operator must submit the information listed in paragraph (b) of this section to include location, type and amount of fixed ballast. When necessary for safe operation, the cognizant OCMI may place specific stability restrictions in a stability letter or on the Certificate of Inspection of a vessel not more than 65 feet (19.8 meters) in length, which, under § 178.310 of this part, complies with the requirements of § 178.320 of this part. The valid stability letter, issued under a simplified stability test, does not list any ballast onboard and restricts the installation of ballast onboard without notifying the [name withheld] identified several hundred pounds of lead ballast stored in storage bins on the bow. The lead ballast was placed onboard without notifying the OCMI. 46 CFR 178

All vessels shall be provided with a satisfactory arrangement for draining any watertight compartment other than small buoyancy compartments. The starboard hull bilge pump was found leaking at the impeller gland when tested. The bilge pump cannot provide suction from each space. 46 CFR 182.25-1

On a vessel of at least 26 ft in length, visual and audible alarms must be provided at the operating station to indicate a high water level in each space identified in 182.530. The audible bilge alarm was not operational when tested. 46 CFR 182.530

Fuses must be of the cartridge type only and be listed by UL. Each circuit breaker must be UL 489. Identified a blade 40 amp fuse on the conductor from the battery under the operating. Blade fuses are not cartridge UL listed fuses. Identified two 50 amp anchor breakers on the fire pump/bilge pump conductors located at the stern. Anchor breakers are not UL 489 listed. The breakers and fuses are considered new T installations as they are not original to the vessel construction. 46 CFR 183.380

Batteries shall be secured against shifting with motion of the boat. The main engine starting batteries are not secured for movement and can be easily moved by hand inside of the storage compartment. 46 CFR 183.05-20

Each life float shall have SOLAS type II retro reflective tape installed. The retro reflective tape on all three life floats was found worn and faded. In some cases it was found peeling off. 46 CFR 160.010

The life float shall be equipped with two paddles. The wood paddles in two life floats were found fractured in not in operational condition. 46 CFR 180.175

Repair inoperable light in passenger cabin.

Install captive chains on starboard aft deck hatch.

Show proper operation of PA system.

Mark starboard fuel tank emergency shut off valve.

Passenger and crew must be protected from contact energized electrical equipment. Properly remove death end wires located aft of main cabin.

Electrical equipment expose to weather must be watertight. Relocate light switch from deck level port entrance to location that is not expose to weather, water wash down.

Install missing fixture light cover in main cabin.

Wiring shall be to satisfaction of [name withheld] was two electrical wires of different sizes in the port side void spaces that were attached using a splice and electrical tape. These wires are to be attached using proper connectors. Wires leading to the batteries were chaffing in spots and chaffing gear should be used to prevent wear.

The life float paddles are required to be lashed to the life float. Lash the paddles to the life floats.

The Life Float painter lines are cracking and falling apart. Replace life float painter lines.

Garbage Management Plan is required for a vessel over 40ft engaged in coastwise service beyond 3 miles. Your vessel is certificated for coastwise trade and is authorized beyond 3 miles. Provide a plan.

EPIRB to be tested monthly. Log EPIRB test.

Master shall ensure that EPIRB is tested monthly as required by 46 CFR 185.25-20. Provide proof of monthly test performed on EPIRB.

Vessel must carry appropriate charts for intended voyage as required by 46 CFR 185.20-35. Provide charts for LCW route.

Life float must have approved water light as required by 46 CFR 180.15-5. Repair inoperable water light on life float.

All vessel shall be provided with a hand operated portable fire pump having capacity of at least 5 gallons per minutes as required by 46 CFR 181.10-5. Provide hand operating fire pump on board.

Vessel shall provide suitable steering apparatus as required by 46 CFR 182.30-1. Repair inoperable steering system to allow system to sync both outboard engine.

All electrical installations shall be to the satisfaction of the CG as required by 46 CFR 183.01-15. Install missing light covers and repair inoperable lights forward of main cabin

Found missing light fixture above port forward entrance. Install missing light fixture as required by 46 CFR 183.410.

Found 8 new life jackets without vessel name marked. all lifejackets must be marked with vessel name as required by 46 CFR 185.604

Submit survival craft replacement proposal to MI for review.

Vessel must carry adequate navigation rules as required by 46 CFR 184.420. No navigation rules on board. Provide Navigation rules book.

Bilge pump must be suitable for dewatering the compartment as required by 46 CFR 176.840. Found STBD bilge pump with water leaking through the shaft seal. Replace damaged shaft seal.

Deck railing must withstand a point load of 200 pounds as required by 46 CFR 177.900. Found loose fasteners on hand railing to control station. Repair loose railing

Hatch exposed to weather deck must be watertight and be attached to captive chains as required by 46 CFR 179.360. Found missing captive chains on the two aft water tight hatches. Install captive chains.

Propulsion machinery must have gauges to indicate engine RPM, temperature and oil pressure as required by 46 CFR 182.410. STBD propulsion engine has inoperable parameter gauges. Repair gauges in accordance with engine manufacture instructions.

VHF must have DSC capability as required by 47 CFR 80.905 and MSIB 15-15. Upgrade vessel VHF .
