A vessel must comply with the applicable requirements for any radio installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessels subject to part III of title III of the Communications Act that operate in the waters described in § 80.901 must, at a minimum, be equipped as follows:(1) Vessels operated solely within 20 nautical miles of land must be equipped with a VHF-DSC radiotelephone installation meeting the requirements of § 80.1101(c)(2). Current radio installation lacks DSC capability due to missing GPS position data and MMSI programming.

Each paddle must be lashed to the life float (LF) to which it belongs and buoyant. The name of the vessel must be marked or painted in clearly legible letters on each life float paddle. Mark and lash 2 paddles to each life float onboard.

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. The painter must:(i) Be of at least 100 feet in length, but not less than 3 times the distance between the deck where the life float or buoyant apparatus it serves is stowed and the lowest load waterline of the vessel;(ii) Have a breaking strength of at least 1,500 pounds;(iii) Be of a dark color if synthetic, or of a type certified to be resistant to deterioration from ultraviolet light; and(iv) Be stowed in such a way that it runs out freely when the life float floats away from a sinking vessel. Renew both painters provided for the installed life floats.

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. The floating waterlight must be attached around the body of the life float or buoyant apparatus by a 10 mm (3/8 inch) lanyard, resistant to deterioration from ultraviolet light, and at least 18 feet in length. Renew the lanyards for the 3 provided floating waterlights attached to the LFs.

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. The lifeline must be as furnished by the manufacturer with the approved life float. Replacement lifelines must meet the requirements in Subpart 160.010 of this chapter. The life line shall be securely attached around the outside, festooned in bights no longer than 3 ft., with a seine float in each bight, unless the line is of an inherently buoyant material and absorbs little or no water. The life line must be at least 10 mm (3/8 in.) diameter and have a breaking strength of at least 1215 lb. Renew the lifeline on the 15 person life float and light orange 22 person LF.

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Multiple areas of exposed foam and degraded vinyl were identified on both 22 person lifefloats provided onboard. Repair to the satisfaction of the attending CG Marine Inspector and renew the retroreflective tape.

A weathertight door must be provided for each opening located in a deck house or companionway. The lower edge of the starboard main deck weathertight door is missing gasketing material.

All cable and wire must be installed with metal supports spaced not more than 24 inches apart, and in such a manner as to avoid chafing and other damage. The use of plastic tie wraps must be limited to bundling or retention of multiple cable installations, and not used as a means of support. Provide metal supports for the overhead wires located on the port side of the engine room.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts of large enough scale to make safe navigation possible. Provide an up-to-date chart.

Electrical equipment on a vessel must be installed and maintained to: (a) Provide services necessary for safety under normal and emergency conditions; (b) Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock; ...The PORT main battery start/house bank is to be renewed and serviced to provide a safe working environment. 46CFR 183.200

Electrical equipment on a vessel must be installed and maintained to: (b) Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock; ...The fuse holder under in the cabinet under the helm is missing the cover. Provide to the satisfaction of the attending USCG MI. 46CFR 183.200

he owner, charterer, master or managing operator shall instruct each crew member, upon first being employed and prior to getting underway for the first time on a particular vessel and at least once every three months, as to the duties that the crew member is expected to perform in an emergency including, but not limited to, the emergency instructions listed on the emergency instruction placard required by §?185.510. Conduct underway Fire Fighting, Man Overboard and Abandonship drills in the presence of a USCG MI prior to carrying passengers. 46CFR 185.420

When operating a vessel on a body of water where the discharge of untreated sewage is prohibited by the Environmental Protection Agency under 40 CFR 140.3, the operator must secure each Type III device in a manner which prevents discharge of sewage. Acceptable methods of securing the device include— (1) Closing each valve leading to an overboard discharge and removing the handle; (2) Padlocking each valve leading to an overboard discharge in the closed position; or (3) Using a non-releasable wire-tie to hold each valve leading to an overboard discharge in the closed position. Vessel corrected on the spot by removing the valve handle. 33CFR 159.7.c.

A vessel must carry an approved first-aid kit in a suitable, watertight container that is marked "First-Aid Kit" and made easily visible and available to the crew. Vessel's pre-packaged Orion first-aid kit was expired. Install a serviceable first-aid kit that meets the criteria of ISO 18813 (see Federal Register Vol. 87, No. 218).

Each ring life buoy must be marked in clearly legible block capital letters with the vessel's name. The ring life buoy markings were peeling and illegible upon inspection. Mark the ring life buoy in legible block capital letters with the vessel's name.

On a vessel of at least 26 feet, a visual and audible alarm must be provided at the operating station to indicate high water level in the normally unmanned spaces below the waterline. The high-level switch in the engine space did not actuate an audible and visual alarm at the operating station. Effect repairs and ensure the high-level audible and visual indications are observed at the operating station.

The (navigation) lights prescribed by the Rules shall, if carried, be exhibited from sunrise to sunset in restricted visibility and may be exhibited in all other circumstances when deemed necessary. The vessel's port navigation light was wasted and exhibited no light when energized. Replace the port side navigation light with a serviceable component prior to operating in restricted visibility; daytime only movement in clear visibility.

Vessel's lifefloats have several holes in the outer coating and would allow water to get into the foam. Vessel shall repair lifefloats with an approved repair kit.

Vessel's shaft seals are leaking. Tighten up on the stuffing box to minimize leakage.
