A vessel of at least 7.9 meters (26 feet) in length must be provided with individual bilge lines and bilge suctions for each watertight compartment, except that the space forward of the collision bulkhead need not be fitted with a bilge suction line when the arrangement of the vessel is such that ordinary leakage may be removed from this compartment by the use of a hand portable bilge pump or other equipment, and such equipment is provided. Except for engine exhausts, each inlet or discharge pipe that penetrates the hull below a line drawn parallel to and at least 150 millimeters (6 inches) above the deepest load waterline must have means to prevent water from entering the vessel if the pipe fractures or otherwise fails. Aft center compartment does not have operational fixed bilge line and suction arrangements. Vessel to install electric bilge pump/alarm unit in aft compartment. Ensure thru hull fittings brought into use have stop/check valves.

Each life jacket carried on board the vessel must be marked in accordance with § 185.604 of this chapter. Approx. 4 lifejackets require new stenciling. Ensure jackets have proper markings.

Drills not conducted in the last 90 days. Conduct drills and place in log book.

(a) The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. (b) Except when in the judgment of the cognizant OCMI the operation of a vessel does not present one of the hazards listed, the emergency instruction placard should contain at least the applicable portions of the “Emergency Instructions” listed in § 185.512. The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. (c) If the cognizant OCMI determines that there is no suitable mounting surface aboard the vessel, the emergency instructions need not be posted but must be carried aboard the vessel and be available to the crew for familiarization. Emergency instructions not on board nor posted. Post instructions tailored to vessel's lifesaving and fire - fighting arrangement, installations, and operations.

Keelson stringer found holed/wasted approximately 1.5 inches forward of first transverse frame convergence in most forward part of bow. 18 transverse frame members (09 frame members port side & 09 stbd) meeting bilge well/keel center are holed/wasted with length of wastage approx. 2 inches from bottom. Repair/replace wasted frames by conclusion of next winter (2024-2025) lay up period.

Each lifejacket must be marked in clearly legible block letters with the vessel's name. 02 Adult lifejackets missing vessel's name. 46CFR185.604(b)

Monthly inspections required by NFPA 10 may be conducted by the owner, operator, person-in-charge, or a designated member of the crew. Monthly inspections are not recorded in ship's logs. 46CFR176.810

The person in command of a documented vessel must have on board that vessel the original Certificate of Documentation (COD) currently in effect for that vessel. Vessel had COD on board that expired on 30JUN2022. Obtain valid COD and have on board. CITE 46 CFR 67.313(a)

The drill entry shall include the following information: General description of the drill scenario and training topics. Vessel logs lacked details as required in the regulations as to the nature of the drills completed. Log drills per regulations. CITE 46 CFR 185.520(f) 46 CFR 185.524(d)

Each life jacket must be marked with Type I retroreflective material. Found 18 life jackets with worn or missing retroreflective tape. Replace retroreflective tape. CITE 46 CFR 185.604(h)

A hatch exposed to the weather must be watertight. Hatch cover for aft compartment had multiple holes. Repair hatch cover. CITE 46 CFR 179.360(a)

A visual and audible alarm must be provided at the operating station to indicate a high water level in normally unmanned spaces. Bilge high water level alarm did not work in forward storage compartment. Replace bilge alarm. CITE 46 CFR 182.530(a)

At each inspection all observed unsafe practices and other hazardous situations must be corrected. Insulation posts within machinery space were not covered. Install covers over insulation posts. CITE 46 CFR 176.830(a)

Vessel must be fitted with a suitable magnetic compass designed for marine use. Vessel's magnetic compass did not have a deviation card. Obtain deviation card. CITE 46 CFR 184.402(a)

Each abandon ship drill must, as far as practicable, be conducted as if there were an actual emergency. Vessel was able to recover man overboard during drill but had difficultly in pulling the person aboard. Following drill, discussed that there needs to be an additional system in place, such as a winch/life sling or platform or etc. Create plan for additional system to address concerns with man overboard recovery. Batteries shall be effectively screened by a cage or similar structure to minimize the danger of accidental spark through dropping a metal object across the terminals. Battery in engine room did not have a cover to protect terminals, which a temporary repair has been completed prior to completion of inspection. Vessel have plans to change out batteries and box upon completion of MSC review to electrical plans. Permanent solution to be completed following MSC approval and new installation. CITE 46 CFR 183.05-20(a)

An adult life jacket must be provided for each person carried on board a vessel. Condemned 02 adult life jackets, which were replaced prior to completion of inspection. CITE 46 CFR 180.71(a)

Number of child size life jackets equal to at least 10% of the number of persons permitted on board must be provided. Of the 4 child life jackets, 2 were condemned and were replaced prior to completion of inspection. CITE 46 CFR 180.71(b)

Each floating water light must be approved in accordance with § 161.010. Water light battery did not have the installation date marked. Marking was place on light prior to the completion of inspection. CITE 46 CFR 180.70(d)(1)

ELECTRICAL EQUIPMENT EXPOSED TO THE WEATHER MUST BE WATERTIGHT. THE SUITABILITY OF THE INVERTER INSTALLED ON THE WEATHERDECK CALLED INTO QUESTION. TAG OUT THIS DEVICE UNTIL IT IS MADE WATERTIGHT OR RELOCATED TO A SAFE LOCATION. 46 CFR 183.210

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. Alterations that affect the safety of the vessel include, but are not limited to repair or replacement, other than replacement in kind of electrical wiring, fuel lines, steering, alterations affecting stability, etc. Owner installed AC power inverter, as well as new 8D battery installation without undergoing review. Submit electrical modifications to the Marine Safety Center for review and approval. Cite: 46 CFR 176.700

Any solid ballast used to comply with this part must be installed to the satisfaction of the [name withheld] ballast in the form of bricks were found in the engine compartment near the battery on starboard side. No indication of the presence of this ballast was found on the stability documents issued to the vessel in 2002. Furthermore, changes to the vessel tonnage to include the installation or removal of batteries, and the installation of a keel cooler at an unknown time. Stability must be verified. The weather deck on a well deck vessel must be watertight.Holes for drainage were drilled into the deck on the bow, and extensive wastage was found on the deck near the operating station.Make temporary repairs in accordance with submitted proposal prior to COI. Permanent repairs to be made prior to 2022 operating season. Cite: 46 CFR 178.430 (a)

An adult life jacket must be provided for each person carried on board a vessel, in addition, a number of child size life jackets equal to at least 10%. 05 adult life jackets, and 04 children's life jackets a need renewal of reflective material, name label, and/or have tangled securing devices. Additionally, lifejacket stowage and marking of such must be IAW 46 CFR 180.78, or 180.25-10 and must be stowed in the upper part of the vessel, conveniently located. Cite: 46 CFR 180.71(a) and (b)

A vessel not required to have a power driven fire pump must have at least 3 2.5 gallon buckets with an attached lanyard placed so as to be easily available during an emergency. The words "FIRE BUCKET" must be stenciled in a contrasting color on each bucket. Cite: 46 CFR 181.610

Flexible hose runs shall be visible, and easily accessible. Fuel lines shall be accessible, protected from mechanical injury, and effectively secured against excessive movement by the use of non ferrous metal straps. The fuel return line showed beginning indication of surface cracks and will need to be replaced by next season. Portion of this flexible hose in the engine room is covered by insulation. Make visible, and inspect regularly. Cite: 46 CFR 182.20-40 (i), & (b)(2)

A vessel must carry either a first aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable watertight container that is marked "First Aid Kit" and must be easily visible and readily available to the crew. Contents within the CG approved kit were incomplete. Cite: 46 CFR 184.710

A vessel must comply with the applicable requirements for any radio installations as set forth in 47 CFR 80. Vessel does not possess a valid FCC station license Cite: 46 CFR 184.502

The following items must be logged: crew training, Abandon ship and man overboard drills and training to include the date and general description of the scenario and training topics, fire fighting drills and training. Vessel log is blank, ensure that necessary training is carried out and logged. Cite: 46 CFR 185.420, 46 CFR 185.520, 46 CFR 185.524

The master of a vessel shall keep a correct, written count of all passengers that embark on and disembark from the vessel. Prior to departing on a voyage, the passenger count must be communicated verbally or in writing, and available ashore at the vessel's normal berthing location or with a representative of the vessel. The passenger count shall be available to the CG upon request. Cite: 46 CFR 185.504

All vessels must have navigation lights that are in compliance with the navigation rules. Masthead light screen was white, paint matte black as required. Cite: 46 CFR 183.420

As appropriate for the intended voyage, a vessel must carry adequate and up to date charts, Coast Pilot, and light list. Cite: 46 CFR 184.420

Wiring where subject to damage shall be protected. Protect wires from chafing at operating station. Cite: 46 CFR 183.05-50

While onboard noticed that the mast head light was inproperly installed and not within regulation 33 CFR 83.21(a) Mastheadlight shall show unbroken light over an arc of the horizon of 225 degrees.

The OCMI may require an inspection prior to the issuance of an amended Certificate of Inspection. Vessel was recently sold to new owner, who is working towards obtaining new Certificate of Inspection. Prior to operations, vessel to undergo USCG Inspection.

Replace 22 lifejackets and 04 child

Ring life buoy to be fitted with type II retro-reflective material.

Jacket Water discharge line is chafed and worn.

Forward motor mount has become loose over time.

First aid kit requires renewal per 46 CFR Subchapter Q required items list.
