Found approximately a 3" diameter hole approximately 3" up from the bottom of the bilge on the stbd side of the aft engine room watertight bulkhead. A previous repair to a pipe was done last week. It appears, the maintenance personnel replaced a piece of bilge piping that was going through the aft engine room watertight bulkhead/fwd tank room watertight bulkhead. The maintenance personnel replaced the pipe but did not replace the bulkhead they cut out. Vessel rep had a welder come look at the hole while the MI was there. Due to the location of the hole in the bulkhead to the bottom of the bilge, we decided to put a "lap patch" on until next dry-dock(May 2019) where the a proper insert can be installed.
