Each cargo tank of a tank barge must have one of the following liquid overfill protection arrangements: a system meeting the requirements of 46 CFR 39.2007 where the tank overfill alarm must be visible and audible so that it can be seen and heard on the vessel where cargo transfer is controlled and in the cargo deck area. MI observed the general overfill indicator alarm to be malfunctioning and self-activating without reason. Cite: 46 CFR 39.2009(a)(1) / 46 CFR 39.2007(d)(3)

Any tank vessel which is equipped with an internal combustion engine driven cargo pump on the weather deck shall be provided with a minimum of one remote manual shutdown station, conspicuously marked, and located at the midpoint of such vessel, or 100 feet from the engine, whichever is the more practical. The remote quick acting manual shutdown shall be installed on the engine so as to provide a quick and effective means of stopping the engine (such as by cutting off the intake air). MI observed the remote quick acting manual shutdown to be ineffective. Cite: 46 CFR 32.50-35(a)

The width of the red bands must be 0.1 meter (0.33 foot) and the width of the middle yellow band must be 0.8 meter (2.64 feet); and (2) Labeled with the word “VAPOR” painted in black letters at least 50.8 millimeters (2 inches) high. MI observed the red/yellow/red paint to be significantly washed out and no longer representative of the required color scheme. Cite: 46 CFR 39.2001(h)
