The means for securing doors weathertight shall consist of gaskets and clamping devices or other equivalent means and shall be permanently attached to the bulkhead or to the door themselves, and the doors shall be so arranged that they can be operated from both sides of the bulkhead. Foreign vessels registered in countries which are parties to the effective convention but vessels which are exempted from parts or all of the convention may under conditions specfied in applicable inspection laws be subject to inspection as specified in regulations governing specific categories of vessels. Vessel had multiple areas on the exterior where there was exposed electrical wires. Vessel is missing copy of fire plans on bow and port side. Port quarter railing dented in, section near port midship missing and grating on starboard quarter had severe dents making unsafe condtions for personnel. Missing at least 02 kufe buoys frin installed and marked bracket. Fire and safety equipment was not clearly identified to be inspected. 46 CFR 2.01-13 Rectify deficiencies by next port to satisfaction of Administration and Coast Guard.
