Enclosure (2), section 2.a of NVIC 01-16 CH-3 states that the inspector should review the ECS display system type approval documentation or a manufacturer's declaration of conformity to verify it is the appropriate display type. Vessel was found operating with electronic charting system (Rosepoint Coastal Explorer) that does not have a type approval or manufacturer’s declaration of conformity and therefore does not meet the chart equivalency requirement. O/o is required to have up-to-date paper charts or utilize an electronic charting system that has a type approval or manufacturer's declaration of conformity. 46 CFR 184.420

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. MI observed 18 life jackets to be in unserviceable condition. O/o is to replace life jackets and destroy the unserviceable ones. 46 CFR 176.808(b)

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Identification of the items may be in words, or the appropriate symbols in IMO resolution A.760(18). Letters must be at least 2 inches high. Symbols must be at least 4 inches square. Marine Inspector observed missing the number and identification on all life jacket stowage locations.

When using DSC techniques, coast stations and ship stations must use maritime mobile service identities (MMSI) assigned by the Commission or its designees. Marine inspector observed the vessel did not program vessel's assigned MMSI number indicated on its FCC Station License into vessel's Starboard radio telephone that has DSC capabilities.

Penetrations and openings in watertight bulkheads must have a means to make them watertight. Marine inspector observed a penetration in the FWD engine room bulkhead with a single wire passing through to be open to the adjacent compartment.

As appropriate for the intended voyage, all vessels must carry adequate and up-to-date (a) Charts; (b) Sailing directions; (c) Coast pilots; (d) Light lists; (e) Notices to mariners; (f) tide tables; (g) Current tables; and (h) All other nautical publications necessary. On systems in which the CO2 cylinders are not within the protected space,these instructions must also include a schematic diagram of the system and instructions detailing alternate methods of discharging the system should the manual release or stop valve controls fail to operate. Each control valve to branch lines must be marked to indicate the related space served. The CO2 schematic diagram of the system was missing. Cite: 46 CFR 181.20-15(d)

Any vessel of at least five net tons which engages in coastwise trade, must have a Certificate of Documentation (COD) bearing a valid endorsement appropriate for the activity in which engaged. As indicated on the vessel's COD, the vessel is restricted from coastwise trade due to current owner not citizen qualified for endorsement.

Chemical testing of personnel must be conducted as required by 46 CFR part 16 and in accordance with the procedures detailed in 49 CFR part 40. Documentation for completing a Drug and Alcohol Program Inspection (DAPI) was unavailable for inspection.

13101 - A vessel must have two independent means of controlling each propulsion engine. Control must be provided for the [...] direction of shaft rotation [...]. Stbd M/E shift linkage disconnected at outer bowden cable sheath, preventing the R/G from shifting out of fwd shaft rotation. - 46 CFR 184.620(a) - Deficiency immediately rectified

Vessel has bare wires coming from the compression block located on the port side of the engine room ceiling.

Vessel does not have the Coast Guard approved fuel lines on the main engines.
