46CFR § 199.45 Tests and inspections of lifesaving equipment and arrangements.(a) Initial inspection. The initial inspection of lifesaving appliances and arrangements for certification includes a demonstration of—(6) The proper condition and operation of embarkation appliances, including embarkation ladders and marine evacuation systems; Make proper repairs to the STBD side embarkation gate damaged by earlier event and make proper repairs to the PORT side embarkation gate which is frozen by rust. Both gates are for the rescue boats.

The vessel is not ready for a COI inspection, issues with Fire Doors, Deck coverings, water leaking in overheads and on electrical lighting, door closures broken, windows broken all the above items discussed with the crew and they were instructed to conduct a vessel survey and make the vessel ready for the Inspection. Call when the vessel is ready. To be completed within 30 days and prior to carrying passengers.

§ 199.45 Tests and inspections of lifesaving equipment and arrangements. (b) Reinspections. Tests and inspections of the lifesaving equipment shall be carried out during each inspection for renewal of certification and periodic inspection, and shall include, as applicable, a demonstration of— (4) The proper servicing of each inflatable liferaft and inflatable lifejacket has been serviced as required under this chapter; The life rafts on board the vessel are over due for servicing and will be required to be serviced prior the the vessel getting underway and prior to carrying any passengers on board even dockside. This must be completed within 30 days of this 835 issue date by 10Aug25.

§ 72.01-15 Structural standards.(a) In general, compliance with the standards established by the American Bureau of Shipping, see subpart 70.35 of this subchapter, will be considered satisfactory evidence of the structural efficiency of the vessel. However, in special cases, a detailed analysis of the entire structure or some integral part may be made by the Coast Guard to determine the structural requirements. § 113.25-9 Location of general emergency alarm signal. General emergency alarm signal must:(a) Be located in passenger and crew quarters areas where they can alert persons in spaces where those persons may be maintaining, repairing, or operating equipment, stowing or drawing stores or equipment, or transiting, such as public spaces, work spaces, machinery spaces, workshops, galleys, emergency firepump room, bow thruster rooms, storage areas for paint, rope, and other stores, underdeck passageways in cargo areas, steering gear rooms, windlass rooms, holds of roll-on/roll-off vessels, and, except those that are accessible only through bolted manhole covers, duct keels with valve operators; and (b) Be audible in the spaces identified in paragraph (a) of this section with all normally closed doors and accesses closed; and (c) Be installed in cabins without loudspeaker installation. Other audible devices, such as electronic alarm transducers, are permitted. Currently 15 alarm bells are not working or not working properly. Make repairs and re-schedule the quarterly inspection within 2 weeks.

§ 78.37-5 Actions required to be logged. The actions and observations noted in this section shall be entered in the official log book. This section contains no requirements which are not made in other portions of this subchapter, the items being merely grouped together for convenience. (a) Onboard training, musters, and drills: held in accordance with subchapter W (Lifesaving Appliances and Arrangements) of this chapter. VESSEL IS RESTRICTED IN OPERATIONS THAT REQUIRE THE VESSEL TO GET UNDERWAY UNTIL ALL REQUIRED FIRE/SAFETY/ABANDON SHIP/SECURITY DRILL HAVE BEEN WITNESSED BY THE USCG. 46 CFR 111.10-3 Power Supply. In addition to the emergency power sources required under part 112 of this chapter, each self-propelled vessel and each mobile offshore drilling unit must have at least two electric generating sources. Currently the SSDG's on board are not operating properly and cannot be paralleled either automatically or manually. Make repairs to the operation of these three SSDG's so the parallel operation is working properly. Prior to the vessel getting underway with passengers.

46CFR 113.40-5 General requirements. The position of the rudder, if power-operated, must be shown at the principal steering station. If there is non-follow-up steering control at the alternative steering station, there must be a separate rudder angle indicator system for that station that is electrically independent from each other rudder angle indicator system. Currently the rudder angle indicators are not operating properly, make repairs to the indicators prior to getting the vessel underway with passengers.

46 CFR111-30-25(e) (3) (f) For each shore power connection each switchboard must have: (1) A circuit breaker or fused switch; (2) A pilot light connected to the shore side of the circuit breaker or fused switch; and (3) One of the voltmeters under paragraph (b)(5) of this section connected to show the voltage of each phase of the shore power connection. Currently two of the shore tie breakers and connections are not working properly, make corrections/repairs within the next 30Days.

46CFR199.630(a) in addition to the alternatives for certain requirements in § 199.620, passenger vessels operating in oceans; coastwise; Great Lakes; lakes, bays, and sounds; and rivers service may comply with alternative requirements to subparts A through C of this part as described in this section for the services specified in table 199.630(a) of this section. Currently there are no liferafts on board the vessel. Prior to getting underway install the required life rafts.

46 CFR 72.05.50 Where automatic fire dampers are required, they shall be designed to operate at approximately 165 degrees F. for normal locations, and approximately 212 degrees F. for locations such as galleys. The dampers shall be so designed as to close against the anticipated draft in the duct. The damper shall be made accessible for periodic inspection by means of a hinged or bolted plate in the duct. The damper and the portion of duct containing the damper shall be constructed of at least 1/8 inch steel plate suitably stiffened. No insulation need be applied to the damper blade. Currently the damper on the 3rd deck is not operating properly and not allowing the complete zone to show Green on the control panel.

All lifesaving appliances and arrangements on passenger vessels must be in accordance with subchapter W (Lifesaving Appliances and Arrangements) of this chapter. Vessel did not have documentation that the weekly and monthly inspections required by 46 CFR 199.190(d) and (e) were completed. 46 CFR 70.28-1

Currently the side shell fire door midship on the 2nd deck PORT side has been damaged and is not able to be closed or operated properly. Prior to operating the vessel with passengers, make proper repairs to the damaged fire door so it is closed and maintains the fire boundary. Since this door is only used while moored at the Hilton Docking facility and not used under way as an egress route the door may be made tight in a non operational way until a new door can be installed. Contact Tom Alho at [phone withheld] for proposed correction to this problem and it must be corrected prior to the carriage of passengers.

Currently the STBD main engine thruster control transducer is bad and will not allow pilot house control for this engine. The current module is obsolete and will have to be manufactured or a modification to the system installed. To be determined by cost of each. Prior to getting the vessel underway.

. Currently the EDG switchboard breaker for the emergency fire pump trips immediately after the pump is energized when on the emergency source of power. Correct this issue and provide demonstration to the USCG. Prior to getting vessel underway.

Prove proper operation of General Alarm bells. Ensure two bells on 3rd level near stairwell are operating.

Prove proper operation of NR2 SSG after repairs affected to turbocharger.

Submit Notice of Intent for Vessel General Permit to EPA. Provide proof to USCG inspector.
