46 CFR 137.212(c): If the cognizant OCMI has reasonable cause to believe that a vessel’s survey program is deficient, that OCMI may: For vessels under the internal survey program, require that a vessel comply with the external survey program requirements of 137.205. During the initial certification inspection conducted by MSD Nashville, marine inspectors found serious deficiencies with essential systems on board. These systems were previously surveyed satisfactorily 15 days ago using the company’s internal survey program. OCMI is requiring an external survey to be conducted by the TPO to be completed within the next 30 days.
