All gearing and every shaft of the coupling used for transmission of power to machinery essential for the propultion and safety of the ship or for the safety of persons on board shall be so designated and constructed that they withstand the maximum workign stresses to which they may be submected. PSCO noted numerous leaks on boht sides of they dydraulic ram emergency steering gear system during testing.
