1799: Stowage of cargo samples shall be cell-divided in order to avoid shifting of the bottles at sea; samples which react with each other dangerously shall not be stowed close to each other. During examination of cargo sample locker, PSCOs observed multiple unlabeled, unmarked samples and could not verify proper stowage segregation. Over a dozen glass sample bottles were stored directly on top of other glass sample bottles and next to other bottles, without cell division. (17c) (IBC 16.5)

Every ship shall be provided with a fixed deck foam system IAW the requirements of 11.3.2 to 11.3.12. Foam analysis certificates from last 4 years show a pH of 5.5, 5.1, 5.7, and 5.9 for 2018, 2017, 2016, and 2015, respectively. According to MSC Circular 1312, section 3.5, the pH of the foam concentrate shall be between 6-9.5. According to chemical safety data sheet for ATC FC-600 foa, typical pH is 7-8.5 Submit documentary evidence demonstrating that the pH of the deck foam is within a range acceptable to the Administration. Each vessel vapor connection flange face must have a 1/2 inch (12.7mm) permanent (i.e. welded) stud projecting outward at least 1.0 inches (25.9mm) from the flange face. Multiple vapor connection flanges lack a permanently affixed stud, or stud is completely missing. 46CFR39.2001(j) 50c
