2.Provide Gauge report on 2nd DK P/S sides of this deck IWO wasted areas and on the P/S BLKHDS at area above wastage. Be specific on where gauge ‘s taken on a drawing.

3. Provide written repair proposal to repair P/S BLKHDS 2nd deck and 2nd deck itself IWO wastage.

4.Vessel not permitted to operate until this problem is resolved. 1 through 3.

Electric installations on vessels must ensure: Maintenance of services necessary for safety under normal and emergency conditions. The Marine Inspector (MI) observed the stbd generator windings were soaked with oil. Clean windings. Cite: 46 CFR 111.01-1(a)(1)

The material, design, construction, workmanship, and arrangement of main propulsion machinery and of each auxiliary, directly connected to the engine and supplied as such, must be at least equivalent to the standards established by the ABS Steel Vessel Rules. Port engine gear box hose needs suitable protection against chafing. Cite: 46 CFR 59.05-1(a)

Exhaust pipe installations must conform to the requirements of ABYC P-1 and part 1, section 23 of NFPA 302 . Port generator exhaust bracket is broken. Cite: 46 CFR 58.10-5(d)(1)

Vital systems that are automatically or remotely controlled must be provided with -An alarm system if instrumentation is not continuously monitored or is inappropriate for detection of a failure or unsafe condition. Day tank emergency cut out valve alarm did not work. Cite: 46 CFR 62.25-1(5)

In general, compliance with the standards established by the American Bureau of Shipping, see subpart 70.35 of this subchapter, will be considered satisfactory evidence of the structural efficiency of the vessel. Hull plating in bilge near fire pump had scaling and may be beyond corrosion allowance. Provide satisfactory evidence for determining actual remaining plate thickness. Cite: 46 CFR 72.01-15

(b) Each vessel must carry lifejackets approved under approval series 160.155, 160.176 or 160.177. If the vessel carries inflatable lifejackets, they must be of the same or similar design and have the same method of operation. (2)(iv) The additional lifejackets for persons on watch required by paragraph (b)(1)(ii) of this section must be stowed on the bridge, in the engine control room, and at other manned watch stations. The MI observed work vests were stored in the wheelhouse in the location designated for approved lifejackets. The installation of all systems of an electrical engineering or interior communications nature, together with the details of design, construction, and installation, shall be in accordance with the requirements of subchapter J (Electrical Engineering) of this chapter. The MI observed the emergency power battery cables leading to the vessel (not between the batteries) were worn and exposed. Replace cables. Cite: 46 CFR 77.05-1(a)

Passenger vessels contracted for prior to July 1, 1969, assigned a deeper load line under part 42 of subchapter E (Load Lines) of this chapter shall have efficient guard rails or bulwarks as required by § 72.40-5. Otherwise, existing structure, arrangements, materials, and facilities previously approved will be considered satisfactory so long as they are maintained in good condition to the satisfaction of the Officer in Charge, Marine Inspection. The MI observed the bottom safety chain on port side of wheel house is missing a clip. Replace clip. Cite: 46 CFR 72.40-90(a)

Each lifebuoy must be marked in block capital letters with the name of the vessel and the name of the port required to be marked on the stern of the vessel under § 67.123 of part 67 of this chapter. The MI observed the Starboard side main deck ring buoy needs the marking re-stenciled. It has worn off. Cite: 46 CFR 199.70(a)(2)

The MI observed the Battery box in the rescue boat needs chaffing gear around battery cables going through the metal box. Repair or replace to protect crew and cables. Cite: 46 CFR 111.01-1(a)

Passenger vessels contracted for prior to July 1, 1969, assigned a deeper load line under part 42 of subchapter E (Load Lines) of this chapter shall have efficient guard rails or bulwarks as required by § 72.40-5. Otherwise, existing structure, arrangements, materials, and facilities previously approved will be considered satisfactory so long as they are maintained in good condition to the satisfaction of the Officer in Charge, Marine Inspection. The MI observed the Sliding rail guard STBD side is worn and damaged. Replace damaged fence used as protection of passengers. Cite: 46 CFR 72.40-90(a)

Equipment installed prior to August 22, 2016 as required by this paragraph (b) may remain in service so long as it is maintained in good condition to the satisfaction of the Officer in Charge, Marine Inspection. The MI observed the engine room CO2 bottle hose nozzle is in the bilges, place on proper rack. Cite: 46 CFR 95.01-1(b)

The general construction of the vessel shall be such as to minimize fire hazards insofar as is reasonable and practicable. The MI observed an unused hole in junction box for the deck light STBD side bridge FWD. Plug hole per manufacturer instructions. Cite: 46 CFR 72.03-5

The installation of all systems of an electrical engineering or interior communications nature, together with the details of design, construction, and installation, shall be in accordance with the requirements of subchapter J (Electrical Engineering) of this chapter. The MI observed water in an outside light at the Port E/R door, possible due to bad wire connection at the box. Repair or replace in kind. Cite: 46 CFR 77.05-1(a)

The installation of all systems of a marine engineering nature, together with the details of design, construction, and installation, shall be in accordance with the requirements of subchapter F (Marine Engineering) of this chapter. The MI observed a wasted deck drain line on the port side aft on upper deck. Remove and or replace line due to it is near falling off. Cite: 46 CFR 77.03-1

Installations contracted for prior to May 26, 1965, shall meet the following requirements: (1) Except as specifically modified by this paragraph, the requirements of §§ 76.10-5 through 76.10-15 shall be complied with insofar as the number and general type of equipment is concerned. Existing equipment, except firehose nozzles and low-velocity water spray applicators, previously approved but not meeting the applicable requirements of §§ 76.10-5 through 76.10-15 may be continued in service so long as they are maintained in good condition to the satisfaction of the Officer in Charge, Marine Inspection. Nothing in this subpart shall be construed as limiting the inspector from making such tests or inspections as he or she deems necessary to be assured of the safety and seaworthiness of the vessel. The MI observed Engine room escape hatch blocked by mop bucket that would not allow the hatch to fully open. Corrected on the spot. Cite: 46 CFr 71.25-50

However, in special cases, a detailed analysis of the entire structure or some integral part may be made by the Coast Guard to determine the structural requirements. Crew area, deck is getting wasted and the deck covering is broken in places where the wastage appears. Remove enough deck covering to gauge area to determine the extent of the wastage at next drydock. Cite:

§ 71.25-45 Fire hazards.(a) At each annual inspection, the inspector shall examine the tank tons and bilges in the machinery spaces to see that there is no accumulation of oil which might create a fire hazard. Currently this situation exists on The BELLE CHASSE II. Remove all oil from the engine room bilges and clean all oil residue from the structures. The vessel is restricted from operating until this has been completed. When completed notify the Marine Inspector [name withheld] at the agreed number.

A power-driven vessel underway shall exhibit:(i) A masthead light forward;(ii) A second masthead light abaft of and higher than the forward one; except that a vessel of less than 50 meters in length shall not be obliged to exhibit such light but may do so;(iii) Sidelights; and(iv) A sternlight. Replace masthead light, and sidelights to the satisfaction of the attending marine inspector.

The main steering gear and rudder stock must be Capable of moving the rudder from 35° on either side to 35° on the other with the vessel at its deepest load line draft and running at maximum ahead service speed, and from 35° on either side to 30° on the other in not more than 28 seconds under the same conditions. On June 27, 2022, while mooring up at the terminal the vessel experienced a loss of steering on the port rudder, the rudder was not able to shift to port.

Machinery space bilges, bilge wells, shaft alley bilges, and other minimally attended locations where liquids might accumulate must be monitored from the ECC to detect flooding. The bilge high level alarms for the shaft alley room and the rudder room are inoperable. Repair alarms.

The requirements of § 58.10-5 (a), (c), and (d) shall apply to diesel engine installations. All installations shall be of marine type engines suitable for the intended service, designed and constructed in conformance with the requirements of this subchapter. The port main engine has an exhaust leak on the exhaust below and a broken hanger bracket.

The port generator has an oil leak on the at the exhaust manifold.

A ship of 300 gross tons or more constructed after June 30, 1974 must have a fixed container or enclosed deck area under or around each fuel oil or bulk lubricating oil tank vent, overflow, and fill pipe, that has a capacity of at least one-half barrel. The discharge containment on the port main deck was found wasted through at the main deck.

All passenger vessels shall have efficient guard rails or bulwarks on decks and bridges. The hand rail stanchions on the aft wheelhouse deck were found to be wasted through at the deck and not providing support.

Each vessel must have posters or signs displayed in the vicinity of each survival craft and the survival craft's launching controls that give relevant instructions or warnings. The inflatable buoyant apparatus instructions were not the correct instruction for the inflatable buoyant apparatus onboard.

Emergency lights shall be continuously lighted at all times passengers or crew are aboard. Vessel rep stated the emergency lighting stays switched off due to the battery charger causing damage if continuously energized to the emergency batteries required in table 112.05-5(a). Provide repair plan with scope of work needed to rectify battery charger issue allowing the emergency lighting to remain energized to the satisfaction of the attending marine inspector. (Old J)

A sufficient amount of lights hall be arranged throughout machinery spaces to permit the performances of essential operations under emergency conditions. Emergency light over starboard main engine was inoperable, chief engineer replaced bulb however this did not rectify the deficiency. Provide proof that all emergency lighting in the engine room is operable to the satisfaction of the attending marine inspector. (Old J)

Emergency lights shall be marked with the letter "E" on at least 1 inch in height. Emergency lighting in engine room was not marked. (Old J)

Emergency lighting shall be provided for work spaces. There was no emergency lighting in the pilot house. Provide proof of installment to the satisfaction of the attending marine inspector. (Old J)

Loudspeakers shall be distributed in passageways throughout public spaces used for passenger assembly. No loudspeaker present in passenger area on 2nd deck and public address could not be heard. Install public address loudspeaker to the satisfaction of the attending marine inspector. (Old J)

Inspector observed that the starboard generator voltage regulator switch was removed and bypassed. Vessel must provide written statement attesting to the proper configuration of this circuit. 46 CFR 77.05

The installed limit switch designed to prevent the rudder from reaching the rudder stop was improperly adjusted. Vessel was able to adjust the positioning of the limit switch and restore proper operation.

All subdivision bulkheads shall be examined to determine that their watertight integrity has not been impaired. Pilot house superstructure was leaking on to navigation equipment. Seal all leaks to the satisfaction of the CG Inspector. Cite: 46 CFR 71.25-25 (a.1)

All doors should be capable of being operated from from either side by 1 person. The door handle to the office in the galley is broken and does not reliably open from the inside.

Currently both rudder posts are excessively leaking gallons of water into the steering void space. Improper and lack of maintenance is the root cause of this issue. Make proper repairs to both the port and stbd rudder post packing glands, demonstrate repairs to the USCG by getting the vessel underway for testing of repairs.
