This prevented lifeboat #2 from returning to the mothership under its own power and forced an emergency mooring to the pier, aft of the mothership. Lifeboat #7 reduction gear would not clutch ahead. Found 02 cracks: one on the Fire Screen Door 6/Ill/37 interior of the frame inside of A.C. Station 3.6 and one on the exterior frame of Fire Screen Door 5/||1/18. Objective evidence discovered in the expanded ISM examination revealed the following: The vessel failed to fully implement the requirements of the vessel's maintenance procedures to ensure the ship is maintained in conformity with the provisions of the relevant rules. This is made evident by deficiencies #01 and #02 as shown in the satisfactory inspection of their lifeboats as logged on 05JUL2023. Electrical installations shall be such that: the safety of passengers, crew and ship from electrical hazards will be ensured. PSCO discovered damaged panel doors and exposed wiring in A.C. Stations: 2.8, 3.5,and 3.10. Specifically, an electrical panel in A.C. Station 3.10 was completely removed, exposing live wires and electrical equipment. A.C. Stations 2.8 and 3.5 had missing blanks that led to exposed electrical hazards. Additionally, PSCO discovered a broken speaker on deck 9 in the vicinity of cabin C627 exposing internal wires and components. 74 SOLAS 04 II-1/40.1.3 09209 50ac

A Passenger Ship Safety Certificate shall be issued after an initial or renewal survey to a passenger ship which complies with the relevant requirements of chapters II-1, II-2, III, IV and V and any other relevant requirements d the present regulations. The issued Passenger Ship Safety Certificate Form P has a total persons allowance based on life-saving appliances of 3196 persons. In order to meet the requirements of 74 SOLAS II-2/21.1.1.1, the vessel is required to have a minimum of 37.5% lifeboat capacity on each side. The means of escape, including stairways and exits, shall be marked by lighting or photoluminescent strip indicators placed not more than 300 mm above the deck at all points of the escape route, including angles and intersections. The marking must enable passengers to identif the routes of escape and readily identify the escape exits. Additionally, escape route signs and fire equipment location markings shall be of photoluminescent material or marked by lighting. All steering gear components shall be of sound and reliable construction to the satisfaction of the Administration. Port steering gear piping has an active hydraulic leak.
