Overcurrent protection must be provided for each ungrounded conductor for the purpose of opening the electric circuit if the current reaches a value that causes an excessive or dangerous temperature in the conductor or conductor insulation. The conductor from the alternator to the GPS is not protected with overcurrent protection. 46 CFR 183.380

Cable and wire for power and lighting circuits must: (1) Meet Section 310-13 of NFPA 70 (incorporated by reference; see 46 CFR 175.600) except that asbestos insulated cable and dry location cables may not be used; (2) Be listed by Underwriters Laboratories (UL), as UL Boat or UL Marine cable; or (3) Meet § 111.60-1 in subchapter J of this chapter for cable, and § 111.60-11 in subchapter J of this chapter for wire. The conductor from the alternator to the GPS is welding cable and not approved. 46 CFR 183.340(d)

The lights prescribed by these Rules shall, if carried, also be exhibited from sunrise to sunset in restricted visibility and may be exhibited in all other circumstances when it is deemed necessary. The lights and shapes specified in these Rules shall comply with the provisions of Annex I of these Rules (33 CFR part 84). The vessel does not have navigation lights installed onboard. 33 CFR 83.20

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. If the cognizant OCMI determines that there is no suitable mounting surface aboard the vessel, the emergency instructions need not be posted but must be carried aboard the vessel and be available to the crew for familiarization. The emergency instructions were not found onboard. 46 CFR 185.510

Electrical equipment on a vessel must be installed and maintained to: (a) Provide services necessary for safety under normal and emergency conditions; (b) Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock; (c) Minimize accidental personnel contact with energized parts; and (d) Prevent electrical ignition of flammable vapors. The electrical conductor from the starting battery to the engine is connected using two separate conductors which are attached using a washing screw/bolt and electrical tape. This creates a shock hazard to personnel as well as resistance in the conductor creating a fire hazard. 46 CFR 183.200

Each EAP education program must include at least the display and distribution of the employer’s policy regarding drug and alcohol use in the workplace. Owner had no record of signed substance abuse policy for each employee as required by program. Provide record of signed policies for each employee to USCG. - 46CFR16.401(a)

An EAP training program must be conducted for the employer’s crewmembers and supervisory personnel. The training program must include at least the following elements: the effects and consequences of drug and alcohol use on personal health, safety, and work environment; the manifestations and behavioral cues that may indicate drug and alcohol use and abuse; and documentation of training given to crewmembers and the employer’s supervisory personnel. Supervisory personnel must receive at least 60 minutes of training. Owner had no record of training for crewmembers or supervisor. Provide record of training to USCG. - 46CFR16.401(b)

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Letters and numbers must be at least 50 millimeters (2 inches) high. Markings are faded or missing. Replace. - 46CFR185.604(f)

The design, construction, and stowage of portable tanks and related fuel lines and accessories must meet the requirements of ABYC H–25. Portable fuel tank is not secured. Secure. - 46CFR182.458(b)
