15106-Shipboard operations- A ship when in a port of another Contracting Government is subject to control by officers duly authorized by such Government concerning operational requirements in respect of the safety of ships, when there are clear grounds for believing that the master or crew are not familiar with essential shipboard procedures relating to the safety of ships. Crew did not demonstrate adequate familiarity with shipboard procedures for fire and abandon ship drills. During the fire drill, one of the two fire party members failed to don the fireman’s outfit properly. The SCBA was not fastened properly, the flash hood was not worn, and the fire party member was not aware of the flashlight attached to the outfit. During the abandon ship drill, multiple crew members did not don their life-jackets properly and two crew members failed to don the immersion suit within the required time frame. 74 SOLAS (14) XI-1/4.1 [Code 17a/c]

OWS content meter is always in “error” and cannot measure the oil content in filtered water. The OCM arrangement fitted on the vessel does not match the arrangement found in the OCM manual. For this purpose, the following functional requirements shall be met: the fire integrity of the divisions shall be maintained at openings and penetrations. There were several circular penetrations in Class B boundaries surrounding the electrical spaces on decks C, D, and E. 74 SOLAS (14) II-2/9.1.3 [Code 40a/c]
