An inspection for renewal of a Certificate of Inspection is conducted to determine if the vessel is in satisfactory condition, fit for the service intended, and complies with all applicable regulations. The owner or operator must conduct all tests as required by the OCMI, and make the vessel available for all specific inspections and drills required by subpart H of this part. In addition, the OCMI may require the vessel to get underway. Provide crew and perform required drills to satisfaction of attending marine inspector.

Each survival craft must be:(1) Secured to the vessel by a painter with a float-free link permanently attached to the vessel except that a float-free link is not required if the vessel operates only on waters not as deep as the length of the painter. Vessel has certified spare on board. The hydro release was mistakenly removed with IBA. Provided valid hydrostatic release for IBA.

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. Engine room ventilation closing devices were not installed. Install and provide test to satisfaction of attending marine inspector.

Electrical equipment on a vessel must be installed and maintained to: Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Generator main junction box was only being secured by one of four mounting fastenings. Mount the generator terminal box securely as designed.

Vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, EPRIB not mounted. Properly mount EPIRB to satisfaction of attending marine inspector.

Each EPIRB, other than an EPIRB in an inflatable liferaft, must be tested monthly, using the integrated test circuit and output indicator, to determine that it is operative. Provide monthly testing log to satisfaction of attending marine inspector.

For vessels other than those covered in paragraphs (b) and (c) of this section, the name of the vessel must be marked on some clearly visible exterior part of the port nd starboard bow and the stern of the vessel. The hailing of the vessel must be marked on some clearly visible exterior part of the stern of the vessel. Vessel stern missing hailing port. Properly mark hailing port on stern of vessel.

Each disposable hydrostatic release unit must be marked with an expiration date of two years after the date on which the unit was installed. Vessel replaced on site and scratched off expiration date two years from install

Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10 (incorporated by reference, see § 175.600 of this chapter) as amended here: The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. For fixed-gas fire extinguishing systems, the inspections and tests required by Table 176.810(b) of this section, in addition to the tests required by 46 CFR 147.60 and 147.65. The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. Vessel's last fire service record indicated July 2022 on the inspection tags. There was no record available for a 2023 inspection. Service all fire extinguishing equipment and provide records to attending marine inspector.

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: (1) A space with a through-hull fitting below the deepest load water waterline, such as a lazarette; (2) A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space; and (3) A space with a non-watertight closure, such as a space with a non-watertight hatch on the main deck. A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Alarm indication for the galley and the bow did not actuate on the operating station indicating panel. Automatic operation of the bow submersible bilge pump did not indicate on operation panel. Repair bilge float switches and indicator panel and prove to the attending marine inspector the system is working as designed.

Each rescue boat and ring life buoy must be marked with Type II retroreflective material approved in accordance with 46 CFR 164.018 or other standard specified by the Commandant. The arrangement of the retroreflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16). Vessel's ring life buoy was not marked with Type II retroreflective tape. Mark lifebuoy with Type II retroreflective tape IAW with IMO Resolution A.658(16).

Except as allowed by paragraph (d) of this section, each life jacket must be approved in accordance with either § 160.002, § 160.005, or § 160.055 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.155 or 160.176. Vessel had two lifejackets that were deemed out of service. One jacket buckle broke apart and the other had several holes. Vessel removed from service. The two removed from service left 52 life jackets which was more than the required 51 on the COI.

Piping used in a vital system must: (1) Be composed of ferrous materials except when: (i) Nonmetallic piping materials are permitted by § 182.720; or (ii) Nonferrous metallic piping materials are permitted by § 182.730. The bilge manifold was found with an unauthorized "Splash Zone" patch and a clear plastic hose was found on the discharge side of the bilge pump. Properly repair or replace bilge manifold and remove unauthorized tubing form the bilge discharge piping.

The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section. The 10-B:C extinguisher required for the operating station was found missing. Provide missing extinguisher.

A pre-engineered fixed gas fire extinguishing system must automatically shut down all power ventilation systems and all engines that draw intake air from within the protected space. When system was tested the generator did not shut down. Generator did have seperate remote stop in the galley. Demonstrate shut downs of all require engines upon testing.

Each ring life buoy must Be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150. Ring life buoy was found with significant sun damage and not fit for service. Replace ring buoy.

Each life jacket must be marked with Type I retro reflective material approved in 46 CFR 164.018 or other standard specified by the Commandant. The arrangement of the retroreflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16) (incorporated by reference; see 46 CFR 175.600). Four life jackets were found with significantly degraded retro reflective material. Replace retro reflective tape.

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. First aid kit was missing tourniquet and instructions. Provide complete kit.

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Vessel was found with multiple styles of life jackets and the provided placard only addressed one type. Provide donning instructions for all types of life jackets on board.

The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. Emergency instructions were not vessel specific. Provide instructions for the vessel.

Monthly inspections required by NFPA 10 may be conducted by the owner, operator, person-in-charge, or a designated member of the crew. Monthly portable fire extinguisher checks were not logged as completed. Conduct and record inspections.

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. Port side shut off valve was found with the handle disconnected. Corrected during inspection.

Masthead and stern lights inoperable. Demonstrate proper operation of navigation lights.

Stern light arc of visibilty is obstructed by mast for anchor light. Mount stern light to show unobstructed arc of visibilty.

Provide correct battery for ring life buoy water light.

Vessel missing (01) 40-B:C portable fire extinguisher. Provide extinguisher to ensure vessel is equipped with (1) 10-B:C and (4) 40-B:C extinguishers.

Generator rear seal leaking. Repair or provide repair proposal.

Fuel oil hoses oil soaked due to leaking generator rear seal. Replace with hoses that meet SAE J-1942 or USCG type.

Exhaust cooling water hoses for generator chaffing. Replace as needed and protect from chaffing.
