Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI. The vessel experienced a loss of steering while pulling into the dock. The master instructed the crew to reset the circuit breakers which did not help regain steering. Vessel is restricted from carrying passengers until a CG Marine Inspector can attend and verify repairs are satisfactory.
