All machinery shall be installed and maintained in such a manner as to afford adequate protection against fire, explosion, machinery failure and personnel injury. At the time of inspection, the vessel's Port Engine was found to have an exhaust leak. Operator to rectify within 30 days and prior to carriage of passengers. 46CFR182.01-5

The discharge ends of vent pipes shall be fitted with removable flame screens or flame arresters. The flame screens shall consist of a single screen of corrosion resistant wire of at least 30 x 30 mesh. Fuel vents did not have flame screens on discharge end of piping. 46 CFR 182.20-35 (Old T)

It is further intended that all machinery be installed and maintained in such a manner as to afford adequate protection against fire, explosion, machinery failure and personnel injury. Port side engine did not have a machinery guard around the moving belt drives on the forward part of the engine, posing a hazard to personnel working in close proximity. 46 CFR 182.01-5 (Old T)

The water light must be- (i) Of an approved automatic electric type, constructed in accordance with Subpart 161.010 of this chapter, except as allowed under paragraph (d)(2) of this section. Port water light connected to life float would not illuminate as intended.

Waste receptacles. Unless other means are provided to ensure that a potential waste receptacle fire would be limited to the receptacle, waste receptacles must be constructed of noncombustible materials with no openings in the sides or bottom. Waste receptacles onboard were made of plastic material and not noncombustible material. 46 CFR 177.405(f)

The owner or managing operator shall make a vessel available for drydock examinations and internal structure examinations for certification. Vessel has lapsed the drydock and internal structure exam expiration dates, 31JAN24, on its COI. Allow inspection for satisfactory drydock and internal structure exam credit prior to the carriage of passengers. 46 CFR 176.600

Each life jacket carried on a vessel on oceans, coastwise, or Great Lakes route, must have a life jacket light approved in accordance with § 161.012 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.112. Each life jacket light must be securely attached to the front shoulder area of the life jacket. Marine Inspector identified three Type I lifejackets two adult and one child with life jacket lights that did not work properly. Reduce passenger count down to 38 adults and 4 children. 46 CFR 180.75(a)

Each ring life buoy must: Be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150 Each ring buoy must have the following information in waterproof lettering: Type IV Personal Flotation Device. Inspected and tested in accordance with U.S. Coast Guard regulations.(Name of buoyant material) buoyant material provides a minimum buoyant force of (32 lb. or 161/2 lb.).Approved for use on recreational boats only as a throwable device. U.S. Coast Guard Approval No. 160.050/(assigned manufacturer's No.)/(Revision No.); (Model No.).(Name and address of manufacturer or distributor).(Size).USCG (Marine Inspection Office identification letters).(Lot No.). Marine Inspector identified ring buoy with data placard worn not being being able to identify Q specifications approved under. 46 CFR 180.70(b) 46 CFR 160.050

Flexible or portable cords such as SO, STO, and similar types cannot be used for permanently installed wiring. Marine inspector observed 01 cable being utilized as permanent installation on the main deck located portside super structure for permanent lighting. 46 CFR 183.10-20(a)(2)

Two clamps must be used on each end of the hose, or one hose clamp can be used if the pipe ends are expanded or beaded to provide a positive stop against hose slippage. Marine inspector identified raw water piping for the stbd main diesel engine supply hose and generator supply hoses missing hose clamps. Crew installed hose clamps on both stbd main diesel engine and generator. 46 CFR 182.410(d)(4)

Flexible hose must be fabricated with an inner tube and a cover of synthetic rubber or other suitable material reinforced with wire braid. Marine Inspector identified supply raw water hose from sea chest valve to the generator strainer that was severely dry rotted and cracked. 46 CFR 182.720(e)(3)(iii)

The cognizant OCMI may require that a vessel and its equipment undergo any additional tests or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. Both port and starboard rudder posts have a steady leak. 46 CFR 176.840

Each vessel that operates on the high seas must have on board a EPIRB installed to automatically float-free and activate. EPIRB installed under canopy, rendering it to not be float-free. 46 CFR 180.64

As appropriate for intended voyage, a vessel must carry adequate and up-to-date charts. Provide charts for the area the vessel operates to include the Gulf of Mexico. 46 CFR 184.420

Accessories, such as switches, fuses, and sockets, shall be standard NEC types for the loads to be carried and shall be of types listed by, or types equal to those listed by UL. Blade automotive fuse found installed as branch circuit overcurrent protection. The fuses installed on this vessel are ATC blade fuses designed for use in 32 volt DC automotive applications, not 12 or 24 V marine applications. Install UL listed cartridge type fuses in place of the automotive blade fuses found onboard. 46 CFR 183.05-35 and 46 CFR 183.380(L)

Operation of transmitters of any ship station must be performed by a person holding a commercial radio operator permit. The operator is responsible for the proper operation of the station IAW 47 CFR 80.155. The master was unfamiliar with the operation of the MF radio. The master must be familiar with the operation of the MF radio and be able to change to a frequency monitored for distress calls. 46 CFR 184.502 and 47 CFR 80.159(e)

At each inspection for certification and at every other inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected IAW 46 CFR 176.830. Inspector found the auto pilot installation with three worn mounting bolts and falling off of the steering post it was mounted to. The auto pilot mechanism was found not permanently installed and created a hazardous situation. Install auto pilot permanently to the satisfaction of the attending MI. 46 CFR 176.700

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the [name withheld] identified a longitudinal stringer located port side of centerline in compartment number one originally tabbed into the aft bulkhead using FRP. The FRP tab at the bulkhead was found fractured and the stringer was easily moved by hand. Make satisfactory repairs to the tabbed in stringer to the satisfaction of the attending MI. 46 CFR 176.700

Propulsion machinery shall be of suitable type and design for propulsion requirements and capable of operating at constant marine load. Port main engine exhaust manifold found heavily corroded. Replace exhaust manifold piping prior to the cooling water injection, approx 3 feet, in kind. 46 CFR 182.05-1

Lighting and power conductors for interior wiring shall be insulated in accordance with Table 183.05-45(c). MI found welding cable installed on main engine starting batteries which does not comply with the insulation requirements for conductors. New installation of conductors must comply with 46 CFR 183.340(d). Install appropriate sized Marine Grade UL listed conductors in place of welding cable. 46 CFR 183.05-45(e)

46 CFR 180.200(a)(2) Each survival craft required on the vessel must remain in good and serviceable condition.

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. MI observed port side life float net supports to be worn and connected with unapproved line. Repair in accordance with manufactures instruction or replace. IAW: 46CFR176.808(b)

Each life float required on a vessel by this part must meet approval series 160.027 or other standard specified by the Commandant. MI observed pendants made up in hanks with electrical tape and wire ties. Replace with light twine or similar material. IAW: 46 CFR 180.200 (a) (2)

Each ring life buoy on a vessel must be readily accessible, be stowed in a way that it can be rapidly cast loose, and not be permanently secured in any way. MI observed ring life buoy securely fastened to railing in way of pilot house. Stow in accordance with regulations as stated above. IAW: 46 CFR 180.70 (b)

Each rescue boat and ring life buoy must be marked with Type II retroreflective material approved in accordance with 46 CFR 164.018 or other standard specified by the Commandant. MI observed wasted retroreflective material on ring life buoy. Provide and replace in accordance with regulations. IAW:46 CFR 185.604 (i)

Where flexibility is necessary, a section of flexible metallic hose may be used. Nonmetallic hose may be used for wet exhaust systems provided it is especially adapted to resist the action of oil, acid, and heat, has a wall thickness sufficient to prevent collapsing or or panting, and is double clamped where practicable. MI observed a loose wasted hose clamp on the starboard wet exhaust system. Provide and replace in accordance with regulations. IAW:46 CFR 182.430 (e)

Each hatch exposed to the weather must be watertight. MI observed wasted gasket on fore peak hatch cover. Repair in accordance with manufacturer's instruction. IAW: 46 CFR 171.124 (a)

Lighting fixtures shall be constructed in accordance with the requirements of Underwriters' Laboratories, Inc. Standard for Marine Type Electric Lighting Fixtures, Subject 595, or shall bear the proper Underwriters, Laboratories, Inc. "Marine Type" label, or shall be constructed in accordance with the requirements of other recognized testing laboratories. MI observed missing light cover in the forward starboard side of engine compartment. Replace in accordance with manufacturer's instruction. IAW: 46 CFR 183.10-20 (k)(1)

All electrical installations shall be to the satisfaction of the officer in Charge, Marine Inspection. No more than four conductors shall be secured to any one terminal stud. If additional connections are necessary, two or more terminal studs shall be connected together by means of jumpers or copper straps. MI observed 8 conductors connected to each terminal on a battery located starboard side of engine compartment. Reduce the number of conductors on each terminal. IAW:46 CFR 183.01-15 (a), ABYC E-9.16 (k.10)

The EPIRB test required by paragraph (a) shall be logged or otherwise documented, as applicable. MI observed that EPIRB test was not being logged. Start logging EPIRB test. IAW: 46 CFR 185.728 (c)

Crew training shall be logged or otherwise documented for review by the Coast Guard upon request. The training entry shall include the following information. (1) Date of the training; and (2) General description of the training topics. MI observed that drills were not being logged. Start logging drills. IAW: 46 CFR 185.420(c)

Provide repair proposal for upper outboard support frame for MSD tank portside.

Remove fiberglass layer in overhead frame to good wood, in fwd engineroom stb side and make ready for inspection by a marine inspector.

Provide proper weak link and configuration for both life floats iaw 46CFR180.137(b). Prior to completion of item, vessel may operate on waters less than 100 ft deep on 15FEB17.

Replace 01 strap and tighten 02 straps on port side life float iaw 46CFR180.10-5.

Provide 02 personal flotation devices iaw 46CFR180.71(a). Passenger count reduced to 38.

Provide updted charts and nautical publications iaw 46CFR184.420.

Repair/Replace breaker for galley systems iaw 46CFR176.806(b)

Install longer cables for battery charger and fresh water pump to reach outlet iaw 46CFR176.806(a).

Install generator fuel shutoff label iaw 46CFR185.30-20.

Prove input of MMSI and LAT/LONG (GPS) in VHF-FM radio iaw 47CFR80.103.

Provide proper repair of port side fuel shutoff valve iaw 46CFR182.15(b)(3).

Prove that the vessel has a current stability letter. If no there is no current stability letter, the vessel must preform a SST or meet 46CFR 170-171. Vessel is restricted to carrying no more than 19 passengers (+5 crew) for a total of 24 persons. If in operation,the aft canopy and upper deck canopy must be removed with the exception of the frame. 46CFR 178.210 & 46CFR 178.330

All wires shall be secured every 24". 46CFR183.10-15
