Each towing vessel must be maintained and operated so as to minimize fire hazards. All bilges are to be kept free from accumulation of combustible and flammable liquids. An excessive amount of diesel fuel is in the vessel bilge beneath both main diesel engines. operator was unaware of the condition and the source of the diesel fuel. Determine source of the fuel leak and clean the bilges of debris, sludge, fuel and oil to the satisfaction of the attending Coast Guard Marine Inspector.
