Oil fuel pipes, if damaged, would allow oil to escape from a storage tank having a capacity of 500L. PSCO discovered quick closing valve #OV302 (D.O. tank to F.O. purifier) blocked open with bolts. Vessel stated bolts were left in place after quick closing valves test had been conducted prior to entry. PSCO perfermed pneumatic tests of #O.V.302 numerous times with satisfactory results.
