Based on reports from the CGC BISCAYNE BAY, THE SENATOR was observed operating in 6-10" of Plate/Rubble ice on a transit from St. Ignace, MI to Mackinac Island, [name withheld] becoming beset by the ice, THE SENATOR had to be assisted by the Coast Guard ice breaker to free them. Based on previous history of damage to this vessel while being operated in ice and reports of the conditions that day, the Coast Guard suspects the possibility of damage to hull plating or structural members that may affect the sea worthiness of this vessel. Prior to the vessel's movement, Coast Guard Marine Inspectors will conduct an internal structural examination, and based on those findings, may require the vessel to be drydocked or taken out of service to assess the extent of any damage found, and to effect any necessary repairs in accordance with 46 CFR 176.600(d). You are reminded, that in accordance with 46 CFR 176.700(a), repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI.

Vessel has sustained structural fractures at the swosh bulkhead vertical support stiffeners in voids 3 and 4, and on the wing overhead transverse frames in voids 3, 4, & in the engine room on the starboard side. Submit a repair proposal to effect permanent repairs to damaged areas. If owners desire to operate prior to permanent repairs, submit proposed interim operating procedures which include loading documentation and a monitoring plan. Meticulous loading logs shall be maintained for all deck cargo transits. Include cargo weights and some form of mapping of the distribution of cargo on deck. Each trip record must be signed by the Master attesting to the accuracy of the record. All transits must be in full compliance with the vessels issued stability letter. Proposal must also include a plan for the company to monitor known damage via weekly inspections and document the findings. Company loading documentation and documented inspection results will be reviewed by Coast Guard Marine Inspectors at follow-up inspections. Any further degradation shall be reported immediately to the [name withheld].
