As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible. Marine Inspector observed paper chart of operating area not up-to-date. 46 CFR 184.420(a)(1)

A vessel of 12 meters or more in length shall be provided with a whistle. Marine Inspector observed vessel did not have capability of to use appropriate sound signals. Vessel shall procure sound signaling device with half mile hearing capability. 33 CFR 83.33 (a)

On a vessel on which the number of passengers permitted on upper decks is limited by stability criteria, as indicated by the vessel's stability letter, the maximum number of passengers allowed on an upper deck must be indicated by a durable marking of at least 25 millimeters (1 inch) numbers and letters at the entranceway to that deck. Marine inspector observed painters tape and sharper indicating the number of passengers allowed on the upper deck. 46 CFR 185.602 (g)

For vessels other than those covered the name of the vessel must be marked on some clearly visible exterior part of the port and starboard bow and the stern of the vessel. The hailing port of the vessel must be marked on some clearly visible exterior part of the stern of the vessel. Marine Inspector observed vessel name missing on port and starboard side of the bow and fading of name and hailing port on the stern. 46 CFR 67.123 (a)

If the handle to the shutoff valve at the tank is located inside the machinery space, it must be located so that the operator does not have to reach more than 300 millimeters (12 inches) into the machinery space and the valve handle must be shielded from flames by the same material the hull is constructed of, or some noncombustible material. Marine Inspector observed fuel shut-off valve located inside the space without proper shielding or protection. Vessel shall install shielding protection to shut-off valves. 46 CFR 182.455 (b)(4)

Beginning January 2, 2013, any small passenger vessel that does not carry a reserve power supply must carry at least one VHF handheld radiotelephone. Marine inspector observed vessel did not have VHF handheld radiotelephone In addition, the vessel does not have a reserve power supply. Install appropriate reserve power supply or as an acceptable alternative, provide a VHF FM handheld radio with appropriate charger. The FCC issuing authority for the Radiotelephony Certificate utilized an outdated “How to Conduct an Inspection of a Small Passenger Vessel” checklist. Provide new Radiotelephony Certificate using the updated checklist, revision 2021.02.24. 47 CFR 80.917 (h)

At each inspection for certification and at every other vessel inspection all observed unsafe practices. Marine inspector observed weep/leak on the port hold/engine room of the hull. Vessel shall caulk weeps/leaks throughout entire vessel. 46 CFR 176.830 (a)

The operator of each self-propelled vessel 12 meters or more in length shall carry, on board and maintain for ready reference, a copy of the Inland Navigation Rules. 33 CFR 83.01 (g)

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Marine inspector observed 2 adult jackets in poor condition. Corrected on the spot. 46 CFR 176.808 (b)

Each battery must be located as high above the bilge as practicable, secured to protect against shifting with roll and pitch of the vessel, and free from exposure to water splash or spray. Batteries were open/not in containers.

Each watertight bulkhead must be of sufficient strength to be capable of remaining watertight with a head of water to the top of the bulkhead; watertight bulkhead was not watertight.

There was no fire nozzle attached to hose at fire station.

The pre-engineered fixed gas fire extinguishing system had no audible or visual alarm at the operating station.

The steering system's starboard outboard ram was leaking hydraulic fluid.

Steering system's starboard hydraulic ram was not secured to it's mount.

Navigational charts were not up-to-date.

The ring life buoy lifeline was yellow in color and deteriorating.

A visual and audible alarm must be provided at the operating station to indicate a high water level; alarm in forward compartment had no visual alarm.

Both shafts in engine compartment and belts on forward part of engine were exposed hazards and were missing guards.

36 lifejackets had failing and deterorating retroreflective tape. Passenger count is limited to 40 adults until corrected.

The owner must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained a qualified servicing facility must perform the required inspections, maintenance procedures, and hydrostatic pressure tests. The fire extinguishers and FireBoy have not been inspected since January 2019, and the Fireboy is not installed properly. 46CFR176.810(b)(1)(iv)

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards including fire caused by or originating in electrical equipment and electrical shock. Cables not connected or ending in a junction box in the steering gear room. 46CFR183.200(b)

Penetrations and openings in watertight bulkheads must have means to make them watertight. Shaft penetration through the bulkhead is not watertight. 46CFR171.114(a)(2)

Each ring life buoy must be marked in clearly legible block capital letters with the vessels name. Vessels name has faded from the ring lifebuoy. 46CFR185.604(b)

Vessel is replacing both MDE's along with new reduction gears and electronic throttles.

01 MSD valve not secured. Secure MSD valve with proper lock to prevent accidental discharge.

02 Automatic bilge pump indicating light for cargo space and engine room not operational. Fix indicating lights for automatic bilge pumps.

03 Exposed wire splices on aft of mast. Cover with junction box.

04 Radiotelephony Safety certificate is expired. Provide valid certificate.

05 Outlet cover in STBD, aft of engine room missing. Replace cover.

06 Waterlight for ring bouy not operational. Provide working waterlight.

Found expired meds in first aid kit, replace all expired meds.

Overhead was found leaking water with a temp repair of plastic to keep water out of junction box. Make repairs to overhead to keep water out of junction box.

Install GPD tp VHF-DSC IAW 47 CFR 80.

Make high water visual and audible alarm in lazarett operate correctly. 46 CFR 182.530

STBD battery could not hold sufficient charge. Replace battery.

Vessel had improper fuel lines leading from fuel filter to fuel tank. Install line that meets J1942.

Fuel shut off valve was inoperable. Make valve operable IAW. 46 CFR 182.455

Provide visual means to indicate operation of submersible electric pumps.

Provide visual and audible alarm for bilge high level alarms. Visual inspection of all voids shall be conducted and logged at intervals of no more than 20 min until repaired

No updated harbor chart for vessels area of operation. Obtain and make available updated chart.

Provide and update drug testing program documentation for all crew members.

Secure all exposed wiring in cargo compartment.

EPIRB hydrostatic release unit was expired. Replace EPIRB hydrostatic release unit marked with the correct 2 year expiration date.

Repair/Replace gauge to indicate engine RPM at operating station.

Make the four internal bulkheads seperating the spaces as water-tight as possible (fill all holes, etc.). IAW 46 CFR 179.212

Ensure all electrical outlets in the engine room space have covers (to shield the outlet from moisture when nothing would be plugged in). IAW 46 CFR 183.210

Remove the extra battery lying on the hull planking, in the engine-room. IAW 46 CFR 183.350.

Install positive-action valve or cock on all hull penetrations where keel cooler piping passes through hull. 46CFR171.119.

Repair or replace high water alarm lights at operating station for fwd and lazarette compartments.

Provide original Certificate of Inspection and Certificate of Documentation onboard vessel.

Effect repairs to the following structural components at next drydocking or not later than January 2015: All sistered frames throughout vessel, longitudinal stiffener located in fwd compartment. Sistered frames list to be provided after marine inspector meets with shipwright.

Replace or repair fire pump due to overheating/smoking bearings in clutch.

Remove salt bags (2000 pounds of ballast) from fwd compartment per stability letter and 46CFR178.230

Provide current FCC safety certificate.

Demonstrate proper operation of fixed fire fighting system.

Provide EPIRB with current registration, hydrostatic release, and battery. Vessel is limited to lakes, bays, and sounds route prior to completion.

Demonstrate satisfactory crew drills.

Demonstrate high alarm level switches function properly, and label.

Replace buoyant apparatus lifeline.

Replace life ring.

Repair exhaust leak on starboard engine.

Provide 11 Adult Type I PFDs in serviceable condition approved under 46 CFR 160.055 as required by 46 CFR 180.71 and marked in accordance with 46 CFR 185.604.

Found Type I PFDs in poor material condition. Service all PFDs. Clean outer protective covers, remove scale from strap securing devices, renew retro reflective tape and mark all jackets IAW 46 CFR 185.604. (46 CFR 181.71)

Found propulsion engine tachometers inoperative. Repair/replace as originally fitted. (46 CFR 182.410)

Properly secure/support fuel oil service system flex hose assemblies from storage tank to strainer assemblies and protect from mechanical damage as required by 46 CFR 182.455.

Provide suitable portable containment for propulsion engine block/case drains. (46 CFR 182.100)

Clean propulsion engine air cleaners, repair protective screen and install/secure suitable piping from crankcase breather assembly to air cleaner. (46 CFR 182.100)

Install electric submersible pumps in machinery space, steering compartment and main cabin bilge in accordance with 46 CFR 182.520(e).

Repair or remove broken/wasted main deck light fixtures and install suitable guard on light fixture in passenger accommodation. (46 CFR 183.410)

Remove dead-ended electrical conductors/cables, improper conductor splices, install suitable cable securing devices, properly support electrical conductors and cable and provide suitable junction boxed for conductor splices throughout vessel's 12 volt electrical service system as required by 46 CFR 183.05-50.

Found water cooled diesel engine exhaust piping (cooling water supplied by a system separate from engine cooling) not fitted with a suitable visual or audible warning device to indicate the failure of water flow in the exhaust system. Install suitable device at operating station as required by 46 CFR 182.15-15 as referenced by 182.20-15.

Repair to as built specifications, wasted plank end on plank #21 (Aft of stem) starboard side as required by 46 CFR 176.800.

Refasten bilge clamp to deck stanchions in lazarette as required by 46 CFR 176.800.

Repair outboard deck carling in lazarette (rotted end) to as built specifications as required by 46 CFR 176.800.

Repair wasted frame #4 (forward of transom), port side to as built specifications as required by 46 CFR 176.800.

Repair areas of minor localized decay throughout vessel as marked by marine inspector IAW NVIC 7-95 as required by 46 CFR 176.800.
