A vessel must be operated in accordance with the applicable laws and regulations and in such a manner as to afford adequate precaution against hazards that might endanger the vessel and the persons being transported. Approx. 40 gallons of fuel oil mixture found in voids 2 center, 3 center and 4 port and starboard of the segmented bilge voids. Vessel is restricted from operations pending identification and resolution to source of fuel oil mixture.
