The frames on the port and starboard side of the vessel in the sewage tank space directly below the forward side of the sewage tanks showed decay along the frames to the point of soft wood allowing the awl to penetrate between the frame and the planks. The temporary repair to the hull in the forward section of the berthing space in the vicinity of the sonar mount and keel must be permanently repaired at next dry dock. The permanent repair must include an inspection of fasteners in the vicinity of the leaking seam. Until permanent repairs are affected, the crew must conduct and log hourly rounds documenting the condition of the bilge. Additionally, a statement signed by a licensed master must be emailed to [email withheld] once every 2 weeks attesting to the condition of the bilge (first statement due July 5th, 2022). The statement must contain an estimated rate of water ingress as well as an estimate of how often the bilge pump is running. If the bilge pump operates more than once an hour, an immediate notification to Sector San Diego must be made. 46 CFR 177.01-5(a)

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of the certificate of Inspection giving consideration to the provisions for a seaworthy hull and protection against fire. Marine Inspector observed automatic bilge pump energizing/ dewatering the forward accommodation space bilge (transducer space) repeatedly approximately every 2 minutes. Evidence of water ingress at approx.. 5-10 gallons every 2 minutes. Owner operator to contract a diver and/or marine surveyor to assist in identifying source of water ingress and communicate findings. Owner must provide repair proposal to the cognizant OCMI for evaluation prior to affecting repair.
