Bilge pipe piercing the collision bulkhead shall be fitted with a screw-down valve located on the forward side of the collision bulkhead and operable from above the weather deck. In lieu thereof, a crew-down valve without a reach rod may be fitted to the bilge line on the after side of the collision bulkhead if it is readily accessible under service conditions. Vessel was found with no screw-down valve for the bilge pipe that pierces the collision bulkhead. Install screw-down valve that can either be operable from the weather deck or on the aft side of the bulkhead.

Will revisit at next annual to restrict the route, amend the COI, or include a statement to say if the vessel operates greater than 20nm from HSR, then lights are needed IAW 46 CFR 180.75

At each initial and subsequent inspection for certification, the Marine Inspector may require that an abandon ship or man overboard drill be held under simulated emergency conditions specified by the inspector.
Vessel was not prepared for drills as requested. Given the change of owner and new crew, one is required to be carried out. After multiple failed attempts to follow through with scheduled attendances to carry out out drills, it is now required to be carried out in the presence of a USCG Marine Inspector PRIOR to the vessel carrying passengers.
