Vessel has not followed the terms of its preventative maintenance plan to adequately assess the safe condition of their sail rigging system in accordance with USCG NVIC 02-16. Vessel has not been operating in several months. Operator shall schedule a 3rd party rigging survey to include rigging inspection aloft, and provide the survey report prior to operating under sail with passengers. 46 CFR 176.802 (a)(3)
