There is a gap between the flame screen bowl and the flange on the pressure relief valve which is mounted next to the PV valve on the tank dome. The gap is not vapor-tight and essentially bypasses the flame screen and leaves the tanks in an open-vented configuration at all times. Add a gasket or otherwise modify the configuration in order to make the pressure relief valve vapor-tight.
