Each distribution panel and switchboard must be in as dry a location as practicable, adequately ventilated, and protected from falling debris and dripping or splashing water. Door on distribution panel in engine room swung open freely. Install method for door to remain closed.

Bunks, where installed, arrangement shall be not more than three high, with a minimum distance of 24 inches vertically between bunks; ladders or steps shall be provided for each top bunk. Construction and arrangement shall allow free and unobstructed access to the bunks. Vessels current arrangement is four high bunks in both port and starboard overnight accommodation spaces with the top racks measuring 79-inches from the deck to bottom of rack. This arrangement is considered a safety hazard due to the height of the bunks and the lack of adequate ladders or means of disembarking without the use of bunks below. Passenger use/occupancy of the uppermost bunks (4th tier) shall be discontinued. OLD T: 46 CFR 177.30-7(b)

Clean & treat identified areas in engine room.

The owner or managing operator shall make a vessel available for drydock examinations. A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel is overdue for required drydock inspection. Vessel must complete credit drydock inspection prior to the carriage of passengers.

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. EPIRB onboard was not serviceable. Vessel Route restricted to operating only within 3NM from nearest point of land.

A vessel must carry one floating waterlight. Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. Light not serviceable due to water intrusion into lens; clip is seized in open position.

Each ring life buoy must be marked in clearly legible block capital letters with the vessel's name. Life buoy missing 2 letters.

Each lifejacket must have a whistle of the ball type or multi-tone type and of corrosion-resistant construction. 01 lifejacket missing whistle.

Alcohol-testing devices must be used according to the procedures specified by the manufacturer of the testing device and by this part. Test strips expired. 46 CFR 4.06-3(a)(2)

A vessel must carry a first-aid kit. Aspirin expired. 46 CFR 184.710

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date. Publications out of date (tide tables, coast pilot and light list). 46 CFR 184.420 (a)

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions. No emergency instructions onboard. 46 CFR 185.510

The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. 01 penetration in watertight bulkhead in crew berthing bilge space was not sealed. 46 CFR 179.320(c)

Each vessel must have adequate emergency lighting fitted along the line of escape to the main deck from all passenger and crew accommodation spaces located below the main deck. 02 Emergency lighting in passenger accommodation space flickers constantly. 46 CFR 183.432 (a)

When the flexible section is a nonconductor of electricity, the metallic sections of the fill pipe separated thereby must be joined by a conductor for protection against generation of a static charge when filling with fuel. 04 fuel tank fill stations missing ground wire, repair at next dry dock to the satisfaction of an attending USCG Marine Inspector. 46 CFR 182.445 (g)

Fire and smoke detection interconnected. During fixed interconnected fire detection installation verification, noted upper port and stbd modular detectors in head not installed. Attending inspector made slight modification to approved plan, and one modular detector in upper galley near P/S head is adequate (but not presently installed, all other fixed detection upgrades were satisfactory per installation plan).

Vessels described by 46 CFR 175.110(d) must submit plans to the cognizant OCMI, in accordance with 46 CFR 176.700, for the installation and use of monitoring device to ensure the wakefulness of the watchmen required in paragraph (a) of this section. Vessel is restricted from the carriage of overnight passengers until manufacturer plans for the monitoring device described above have been submitted.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Vessel experienced STBD MDE raw water pump was casualty during inspection. 46 CFR 182.200 (a)

The following spaces must be equipped with a fixed gas fire extinguishing system, in compliance with § 181.410, or other fixed fire extinguishing system specifically approved by the Commandant, except as otherwise allowed by paragraph (b) of this section:(1) A space containing propulsion machinery. Vessel's fixed fire-fighting system was accidentally discharged leaving no means of combating a fire in the engine room with a fixed system.

Each vessel that relies on electricity to power the following loads must be arranged so that the loads can be energized from two sources of electricity...Master is unable to start the generator and provide ships service power after an accidental discharge of the machinery space fixed fire-fighting system.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date navigation charts. Inspector found that the vessel did not have updated navigational charts.

Remote fuel shutoff stations must be marked in clearly legible letters at least 1 inch high indicating purpose of the valve and direction of operation. Inspector found that the fuel shutoff valves were not marked.

Individual power bilge pumps must have a light at operator station, indicationg operation. All 4 submersible bilge pump indicators not operational.

Emergency lighting must be provided along the line of escape to the main deck from all passenger & crew accomodations below deck. FWD egress lighting extinguished in passenger accom space.

All griddles, broilers, and deep fat fryers must be fitted with a grease extraction hood in compliance with 46CFR181.425 Vessel's installed hood does not meet UL 710 Standard and is not equipped with a dry or wet chemical fire extinguisher system meeting NFPA 17 or NFPA 17A. Vessel is restricted from using griddle until proper installation of hood and extinguisher system is verified by the attending Marine Inspector.

Vertical or horizontal surfaces within 3 feet of cooking appliances must have an ASTM E-84 flame spread rating of not more than 75. Vessel's installed griddle is within 3 feet of surfaces that do not meet required flame spread rating.

Propulsion machinery must be suitable in type and design for the propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its design requirements. Vessel lost propulsion. Prove proper operation of the propulsion machinery prior to carrying passengers.

Provide current FCC Safety certificate; cert is expired.

Vessel shall have name and hailing port along transom of vessel. Provide hailing port on transom.

Repair holes in aft engine room bulkhead.

Make thru-bkhd penetrations in crew bunk space watertight.

Install shutoff valves on 500-gallon fuel tanks for fuel transfer lines.

Install 30x30 corrosion resistant wire mesh on 03 fuel tank vents.

Pay balance owed for overdue user fee.

Post COI so all pages are visible.

Provide FCC Marine Radio Operato's Permit for inspection.

Provide master's license.

Obtain & post EAP information onboard.

Provide labeling for bilge alarm notification in pilot house.

Post stability letter under glass.

Install 02 smoke detectors in crew and passenger sleeping accommodations.

Shorten floating waterlight tether to appropriate length.

remove plastic zipties and use metallic means of securing wire runs in engine room.

Replace burnt out masthead and stern lights with functional bulbs.

Vessel is overdue for inspection. No-sail imposed. Vessel must complete inspections and receive new COI prior to operating as a commercial vessel.

Provide readily accessible location for third ring buoy IAW 46 CFR 180.70

Provide emergency escape markings for galley hatch "EMERGENCY EXIT, KEEP CLEAR", both sides IAW 46 CFR 185.606.

Replace bilge line to bunkroom as original.

Crop and renew backing block for PTO bilge pump OVBD through hull.

Replace wasted bolt in transom stiffener.

Crop and renew wood around bolt on port side clamp in Laz.
