Whenever there is a hazardous condition either aboard a vessel or caused by a vessel or its operation, the owner, agent, master, operator, or person in charge shall immediately notify the nearest Coast Guard Sector Office. Vessel failed to notify the nearest Coast Guard Sector Office of the ships inability to receive AIS signals.

All ships of 300GT and upwards engaged on international voyages and cargo ships of 500GT and upwards not engaged on international voyages and passenger ships irrespective ofsize shall be fitted with an automatic identification system (AIS). Ships AIS was unable to receive AIS signals and subsequently unable to display corresponding information on ships navigation equipment.
