The steering gear compartments shall be provided with suitable arrangements to ensure working access to steering gear machinery and controls. Steering gear ladder was heavily blocked by spare pressure hoses hanging on the surrounding railing. Additionally, approximately 30 boxes blocked the steering gear controls requiring the vessel's engineers to climb on top of the boxes to start and stop the pumps.
