The International Load Line Certificate shall not be delivered to the ship until the officer or surveyor acting under the provisions of Article 13 of the convention has certified that the marks are correctly and permanently indicated on the ships side. PSCO observed that the load lines on the side of the ship were not in accordance with the load line certificate. The tropical fresh load line was indicated by TZW instead of TF, the fresh load line was indicated by ZW instead of F, and the summer load line was indicated by Z instead of S. 40ac

The steering gear compartments shall be provided with suitable arrangements to ensure working access to steering gear machinery and controls. Steering gear ladder was heavily blocked by spare pressure hoses hanging on the surrounding railing. Additionally, approximately 30 boxes blocked the steering gear controls requiring the vessel's engineers to climb on top of the boxes to start and stop the pumps. Boxes have not been properly stowed in an approved location. IAW 74SOLAS(2004 Cons) CH II-1 Reg. 29.13.2
