Vessel must be operated in such a manner as to afford adequate precaution against hazards that might endanger the vessel and persons being transported. Hull breach in #2 void below the waterline, evidence of down flooding into #3 void, and submersion of fuel system's 3 electric fuel pumps substantially affects vessel's stability and mechanical operation. Permanent repair of hull plating, vessel structures, and essential systems (fuel) shall be made prior to vessel's return to operation. Permanent repairs shall not be made without prior approval of the cognizant Officer in Charge, Marine Inspection (OCMI) as required by 46 CFR 176.700. Vessel authorized dead ship tow from St. Genevieve, MO to J.B. Marine ship yard, St. Louis, MO. Temporary repairs must be maintained and vessel condition must be continually monitored.
