The pilot reported that while heading inbound Delaware Bay, DE, the vessel experienced a loss of propulsion after the ship's generator tripped off-line which caused the main engine to lose power completely. Prior to departure of the vessel, a causal analysis must be conducted and proper repairs completed, if needed. Coast Guard reequires a class report to verify that the deficiency is fully rectified and that vessel is safe to proceed.

0715 The function of the detection system shall be periodically tested to the satisfaction of the Administration by means of equipment producing hot air at the appropriate temperature.
