Before the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order and ready for immediate use. The PSCO observed the port side Bosun Store locked and unable to be immediately opened. The vessel crew stated that this space was recently converted to an environmental space and kept locked at all times.
Action required: 17 - Rectify deficiencies prior to departure

Resolution: Received, reviewed and accepted Class report from DNV-GL stating the crew will lock with a seal and security will monitor. This will make life saving equip readily available if needed.
