Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI. At next drydock and prior to carriage of passengers remove ceiling and cabin sole (deck) from cabin to stem to make all internal structures available for inspection by a USCG Marine Inspector.

A Certificate of Inspection may be suspended and withdrawn or revoked by the cognizant OCMI at any time for noncompliance with the requirements of 46 CFR subchapter T. Resolve outstanding deficiencies issued on 09Aug24 to the satisfaction of the attending USCG Marine Inspector prior to carriage of passengers.

Make the deck weathertight at the penetration for the fuel fill piping.

Mark remote fuel shutoff valve.

Provide certificate of docuentation on board.

Provide Safety Radiotelephony certificate.

Provide Eldridge book.

Provide up to date charts.

Mark ring buoy with vessel's name.

Mark ring buoy with Solas retro reflective tape.

Replace battery in waterlight with one that is not expired.

Prove proper operation of the stern light. Vessel restricted to daylight operations only until cleared.

Prove proper operation of the dogs on the aft hatch and make weathertight.

Provide a securing device for the aft hatch.

Replace retro reflective tape on children's lifejackets.

Make fwd bulkhead of engine compartment gas tight where wires/cables penetrate through.

Whenever damage or deterioration to hull plating or structural members that may affect the seaworthiness of a vessel is discovered or suspected, the cognizant OCMI may conduct an internal structural examination in any affected space including fuel tanks, and may require the vessel to be drydocked or taken out of service to assess the extent of the damage, and to effect permanent repairs. Noted 6 consecutive side frames rotted on stbd side fwd cabin, 2 side frames rotted aft stbd side cabin, aft section of bilge clamp rotted stbd side cabin, floor frame separated from side frame stbd side pilothouse, and bilge clamp rotted stbd side pilothouse. Repair or replace rotted structures. Conduct a complete drydock and internal structural exam prior to carriage of passengers.

Except as otherwise provided in this section, all fixed fire extinguishing systems shall be of an approved carbon dioxide type and installed to the satisfaction of the Officer in Charge, Marine Inspection. The pull cable used to control the system from the operating station is inoperable. Repair to the satisfaction of the attending USCG Marine Inspector. 46 CFR 181.20-5(a)

Batteries shall be located as high above the bilge as practicable and secured against shifting with motion of the boat. They shall be accessible with not less than 10 inches head room. The vessel's batteries were unsecured and susceptible to damage from movement. Secure battery installation to the satisfaction of the attending USCG Marine Inspector. 46 CFR 183.05-20(b)

An existing vessel must comply with the requirements of 46CFR183.420, Navigation Lights. All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Vessel's navigation lights were inoperable. Vessel restricted to daylight operations only. Repair to the satisfaction of the attending USCG Marine Inspector. 46 CFR 183.115 (b) 46 CFR 183.420

A proper certificate issued by the Federal Communications Commission shall be regarded as evidence that the radio installation, if any, is in compliance with the requirements of that agency. Stations in the maritime service must be licensed by the FCC. Vessel's FCC Radio Station Authorization is expired. Provide valid FCC station license. 46 CFR 185.25-1(b) 47 CFR 80.13

A propulsion engine control system, including pilot house control, must be designed so that a loss of power to the control system does not result in an increase in shaft speed or propeller pitch. Vessel is fitted with an electric throttle position sensor (propulsion control system) by means of a potentiometer connected to the mechanical throttle underneath the operating station. Develop and submit a testing protocol and engine responses to simulate a loss of power to the propulsion control system and resulting action by the vessel's engine. 46 CFR 184.620

All fixed fire extinguishing systems shall be of an approved carbon dioxide type and installed to the satisfaction of the Officer in Charge Marine Inspection. Penetrations through the engineroom bulkheads reduce the efficacy of the FFE system. Make bulkheads gastight to the satisfaction of the attending USCG Marine Inspector. 46 CFR 181.20-5

A pre-engineered fixed fire extinguishing system must be capable of manual actuation from outside the space in addition to automatic actuation from a heat detector and be installed in accordance with manufacturer's instructions. Vessel currently does not have an operable fireboy on board.

A vessel on a Lakes, Bays and Sounds route must carry three hand red flare distress signals (flares) and three hand orange smoke distress signals. The 03 smoke distress signals on board were expired.

Remote fuel shutoff stations must be marked in clearly legible letters at least 1" high indicating purpose of the valve and direction of operation.

Each ring life buoy must be marked in clearly legible block capital letters with vessel's name.

Prove operation of cabin lighting and secure dead end wiring.

Repair wiring connection on high level alarm.

Replace expired ring buoy waterlight battery.

Prove operation of fire pump.

Addess low fuel flow alarm.

Provide dogging wrench and prove operation of lazaret scuttle.

Provide portable bilge pump.

Complete the consolidated WL issued to Operator on 05 OCT, 12 hull repair items were noted.

Stbd midbody hull planking was noted as weeping in several areas, hull planking to be caulked.

Prove the aft canopy was accounted for during vsl's last stability test.

Vsl was unfit for pax service. Vsl hull, bilges, & equipement to be cleaned, serviced, & ready for immediate use.
