The design, construction, and stowage of portable tanks and related fuel lines and accessories must meet the requirements of ABYC H-25. The port and starboard fuel tanks were deteriorated. Replace both of the tanks, including the quick release detachable link (fitting). 46 CFR 182.458 (b)

A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry—(1) Six hand red flare distress signals approved in accordance with § 160.021 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.121; and(2) Six hand orange smoke distress signals approved in accordance with § 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. The vessel was not carrying the six orange distress signals. Provide 06 orange or substitute with 06 more red distress signals. 46 CFR 180.68(a)

Whenever damage or deterioration to hull plating or structural members that may affect the seaworthiness of a vessel is discovered or suspected, the cognizant OCMI may conduct an internal structural examination in any affected space including fuel tanks, and may require the vessel to be dry docked or taken out of service to assess the extent of the damage, and to effect permanent repairs. Before drydock, temporary repairs shall be conducted to address the wood rot in the vessel's port and starboard side hulls. The vessel owner shall submit a repair proposal to address the findings. The proposal must be in accordance with the vessel builder's best recommendations for temporary repairs in the hull. Before conducting the repairs, the area shall me sanded until good wood is found. Notify the attending USCG Marine Inspector to assess the condition, prior to completing the temporary repairs. 46 CFR 176.600 (d)

Each collision bulkhead must not be fitted with any type of penetration or opening except penetrations may be made if they are located as high and as far inboard as practicable and they have a means to make them watertight. There was water intrusion on the port and starboard side of the collision bulkhead. Ensure that the bulkhead is watertight. 46 CFR 179.310(a)(2)

Protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Multiple dead end wires and a spiced wire were found under the operating station. Properly remove or cover the wires. 46 CFR 183.200 (b)

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. There was a loose screw at the support base of the pulley steering cable system. Replace the screw. 46 CFR 176.830 (a)

Each vessel certificated to operate on a limited coastwise route within three miles of land in warm water must have on board a FCC Type Accepted Category 1 406 MHz EPIRB, installed to automatically float free and activate, and not be required to carry survival craft. Vessel's EPIRB was not functional. 46 CFR 180.205 (e)(3)

Each vessel on a limited coastwise route must carry distress signals according to 46 CFR 180.68. Vessel was missing 9 distress signals. 46 CFR 180.68

A vessel must comply with the applicable requirements for any radio installations as set forth in 47 CFR 80. The vessel's display for VHF radio was not functional. 46 CFR 184.502

A vessel must comply with the applicable requirements for any radio installations as set forth in 47 CFR 80. The vessel's FCC Radio Safety Cert had an incorrect expiration date that needs to be addressed. 46 CFR 184.502

Quick disconnect fittings used between engine and fuel lines, and fuel line and tank shall automatically shutoff fuel flow when disconnected. Vessel missing quick disconnect fitting. 46 CFR 175.600(b)(11)

The regulations in this part provide a means to minimize the use of intoxicants by merchant marine personnel and to promote a drug free and safe work environment. The vessel to provide DAPI Training proof and DAPI training testing times.

Electrical equipment on a vessel must be installed and maintained to minimize accidental personnel contact with energized parts. Vessel to remove all dead end wires found in the main compartment along the centerline. 46 CFR 183.200(c)

The following work list items were discovered during dry dock: - Port and stbd side keel midships are cracked. - Engine sled is cracked on the most forward edge center and runs through the top. - Port side wood frame wood rot forward of the stairs where the bilge pump is located. - Port aft outboard frame has wood where the frame meets the overhead and deck. First frame aft of MSD. - Port aft deck under MSD has wood rot. - Port frame just forward of MSD is soft. Vsl rep is going to check integrity when the deck is replaced under the MSD and provide photos. - STBD side mid ship space where the conduit runs through from deck has allowed water to enter and cause wood softness in the forward inboard corner. - Rot found aft of concession area stbd side at through hole penetration. - Port, Center and STBD underside hull had cracks toward the aft of the vessel. Submit a repair proposal for hull wood rot, cracks, and soft spots identified.

Each life jacket must be marked with Type I retroreflective material approved in 46 CFR 164.018. 07 life jackets were found with deteriorated retroreflective material. Replace reflective tape. 46 CFR 185.604 16C

Each vessel certificated to operate on a limited coastwise route within three miles of land in warm water must be provided with life floats of aggregate capacity that will accommodate at least 50% of the total number of persons permitted on board or have on board an FCC Type Accepted Category I 406 MHz EPIRB. The current on board EPIRB has an expired battery as of March 2022. The vessel is restricted to a Lakes, Bays, & Sounds route until a new EPIRB is placed on board.

The person in command of a documented vessel must have on board that vessel the original Certificate of Documentation (COD) currently in effect for that vessel. The COD on board expired January 2022. Place the current COD on board.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marien load and such requirements without exceeding its design limitations. Port outboard engine is unable to be trimmed upwarss out of the water. Engine is held in place by line to prevent movement while in operation.

The lights prescribed by these Rules shall, if carried, also be exhibited from sunrise to sunset in restricted visibility and may be exhibited in all other circumstances when it is deemed necessary. The port side light was not operational. 33 CFR 83.20(c)

Sidelights mean a green light on the starboard side and a red light on the port side each showing an unbroken light over an arc of the horizon of 112.5 degrees and so fixed as to show the light from right ahead to 22.5 degrees abaft the beam on its respective side. The port and starboard sidelights were not parallel to the side of the vessel (installed cross eyed) 33 CFR 83.21(b)

Sternlight means a white light placed as nearly as practicable at the stern showing an unbroken light over an arc of the horizon of 135 degrees and so fixed as to show the light 67.5 degrees from right aft on each side of the vessel. The stern light was partially block by a fuel hose. 33 CFR 83.21(c)

The Rules concerning shapes shall be complied with by day. The shapes specified in these Rules shall comply with the provisions of Annex I of these Rules (33 CFR part 84). Vessel missing a cone day-shape. 33 CFR 83.20(d & e) 33 CFR 84.06(a)(ii)

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions and information, specific to the individual vessel. The emergency broadcast placard was missing.

Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy.Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the waterlight to be quickly disconnected from the ring life buoy. Found there was no clip installed or proper length of lanyard.

Electrical equipment exposed to the weather must be watertight. In the bar area, a 120 volt AC outlet is missing a weather tight cover.

Each window, port hole, and its means of attachment to the hull or deck house, must be capable of withstanding the maximum load from wave and wind conditions expected due to its location on the vessel and the authorized route of the vessel. Found the following plastic windows were crazed: a. two (02) port holes on the starboard side b. three (03) port holes on the port side

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. Found the following: a. The bow netting is missing the PVC piping around sections of the perimeter; port and starboard sides. b. The connection point on the starboard side of the bow access ladder is bent.

When operating a vessel on a body of water where the discharge of untreated sewage is prohibited by the Environmental Protection Agency under 40 CFR 140.3, the operator must secure each Type III device in a manner which prevents discharge of sewage. There was no means to secure the overboard discharge

Each connection to a conductor or terminal part of a conductor must be made within an enclosure and have either:(1) A pressure type connector on each conductor;(2) A solder lug on each conductor;(3) A splice made with a pressure type connector to a flexible lead or conductor; or(4) A splice that is soldered, brazed, or welded to a flexible lead or conductor. a. Found spade type quick connectors being used on the navigation lights electrical cables below deck in each hull and electrical connections are being not made within enclosures. b. In each hull, found exposed electrical terminal blocks that were not with in enclosures.

Inspection of the condition of the superstructure, masts, and similar arrangements constructed on the hull, and on a sailing vessel all spars, standing rigging, running rigging, blocks, fittings, and sails. On the cabin top front of the operating station, found fractures in the nut holding the U-bolt in place for the running rigging.

The existing Rigging Preventive Maintenance Plan and Inspection Checklist was found to be dated in YR2014, and the inspection checklist too general. As per recommended by 3rd party rigging surveyor, provide an updated Rigging Preventive Maintenance Plan, in accordance with the recommendations found in the Navigation Inspection Circular (NVIC) 02-16, Enclosure (1), Section II, page 4. 46 CFR 176.840.

Electrical equipment exposed to the weather must be watertight. Electric panel in bar area not watertight.

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards. Receptacle in bar area corroded.

At each subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections on a sailing vessel all sails. Approximately 3" tear observed on main sail. Submit repair proposal before initiating repairs.

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Port side housing for light missing.

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. First aid kit missing equivalent contents.

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Floating waterlight for life ring buoy must be replaced in kind.

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions and information, specific to the individual vessel. Placard is faded to the point that it is illegible.

Garbage placards must notify the reader of the operating requirements contain in 46CFR151.67 through 151.73. Vessel has garbage placard with out of date information.

Fire fighting drills shall have a general description of the drill scenario and training topics. Drills in log do not have a general description of the scenario and training topics.

A suitable marine type strainer meeting the requirements of the marine manufacturer must be fitted in the fuel supply line. Marine Inspectors found plastic in fuel filters.

A vessel must carry a first aid kit in accordance with 160.041 or a kit with equivalent contents. Marine Inspectors found an expired first aid kit.

Fire bucket must be attached to a lanyard. Marine Inspectors found (01) buckets without a lanyard attached.

Vessels on Limited Coastwise routes shall have 6 red hand flares and 6 orange smoke distrss signals. Vessel is missing 4 orange smoke signals or 4 red hand flares (as a substitute).

Each life jacket must be marked with a type I retro reflective material. Several life jackets on board have retro reflective tape that must be replaced.

Each vessel shall have an audible and visual alarm on each watertight compartment that has a through hull fitting. The vessel's stbd hull bilge high level alarm is not working as intended.

Demonstrate operation of outboard motor steering to the satisfaction of attending Marine Inspector.

Correct fresh water leak located at the pump servicing the fresh water tank.

Clean and sanitize all areas identified to have rodent feces and make areas ready for inspection.

Vessel that carries passenger for hire that operates in Sea Area A1, must have a VHF-DSC Class A radio that shall be connected to a GPS Receiver or have a VHF-DSC marine radio with integral GPS (MSIB 15-15-Rev-1) IAW 47CFR80.905(a)(1)/ 46CFR184.502 & 28.245.
