Shutoff valves installed so as to close against the fuel flow shall be fitted in the fuel supply lines. Fuel shutoff valves were tested, upon initial test the shut off valve on the starboard tank did not close. Once inspected there was removable tape limiting the valve closing. Crew addressed and fixed the discrepancy on the spot by removing the tape. 46 old cfr 182.20-40(b)(3)

Resolution: Operator provided proof system is in compliance. The fuel gauge sight glass and auto shut-off valves are of the John C. Ernst Co. Standard Model 436 meeting the heat resistance and auto shut-off feature.

The propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. The vessel experienced a fracture to the weld holding the throttle bracket rendering unresponsive throttle controls. Prove proper operation of throttles and main engine prior to carrying passengers.
