A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford adequate precaution against hazards that might endanger the vessel and the persons being transported. Emergency escape from the galley to the main deck was frozen in the closed position and could not be opened from the galley. Crew was able to pry open the escape hatch from the main deck. Recommended greasing the knife edge to ease emergency egress from the space. Also recommended monthly maintenance and opening the hatch each trip prior to taking passengers to ensure operability. 46 CFR 185.100

Penetrations of required watertight decks and bulkheads by any rigid plastic pipe are prohibited unless each penetration is accomplished using an acceptable metallic through bulkhead fitting that is welded or otherwise attached to the bulkhead or deck by an accepted method. Valves in "Library" were found wasted. Repair/replace all wasted fixed bilge system valves to satisfaction of attending Marine Inspector. Vessel is only able to continue operation under the conditions that the vessel stays within 3 NM of the mainland of their current operating zone as stated on the vessel's COI, all installed electric bilge pumps are satisfactorily operating, and rounds are made of the spaces and logged on an hourly basis of all spaces where valves are found unsatisfactory. * NOTE AMENDING AM3 - AM3 Penetrations of required watertight decks and bulkheads by any rigid plastic pipe are prohibited unless each penetration is accomplished using an acceptable metallic through bulkhead fitting that is welded or otherwise attached to the bulkhead or deck by an accepted method. Bilge system valves in "Library" (and throughout vessel) were found wasted. Have comprehensive repair proposal submitted to attending Marine Inspector within 14 days of this amended deficiency for review. This repair proposal shall consist of a drawing of the current vessel bilge system configuration noting/marking valves in need of repair/replacement. All wasted fixed bilge system valves that are accessible without drydocking the vessel shall be repaired/replaced to satisfaction of attending Marine Inspector within 30 days. All other valves determined to need access during drydocking will need to be addressed to the satisfaction of the attending Marine Inspector at the next credit drydocking. Vessel is only able to continue operation under the conditions that the vessel stays within 3 NM of the mainland of their current operating zone as stated on the vessel's COI, all installed electric bilge pumps are satisfactorily operating, and rounds are made of the spaces and logged on an hourly basis of all spaces where valves are found unsatisfactory. The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. While in Drydock vessels mast was unstepped for inspection and serviced. Most of vessels sail rigging was also replaced. Due to vessel schedule the attending Marine Inspector was unable to conduct a sea trial under auxilary sail power.
