The scope of the annual inspection is the same as the inspection for certification but in less detail unless the cognizant marine inspector (MI) finds deficiencies or determines that a major change has occurred since the last inspection. The inspection for certification shall include an inspection of the structure…and equipment. The inspection shall be such to insure that the vessel, as regards the structure and equipment is in satisfactory condition and fit for the service for which it is intended. During the vessels inspection, the MI observed significant wastage along all sides of the vessels cargo tanks & identified 07 separate locations with approximately 1/4" to 1/2" inch wasted holes allowing the potential free flow of grade E cargo directly overboard. Additionally, the transverse channel beam in the stern was severely wasted with multiple holes ranging from 1" to 5" in diameter. The vessel is detained and shall make necessary repairs to the satisfaction of the local OCMI prior to departing Acadian Contractors Inc. and carrying any cargo.

Internal structural examination (ISE) means an examination of the vessel while afloat or in drydock and consists of a complete examination of the vessel's main strength members, including the major internal framing, the hull plating, voids, and ballast tanks, but not including cargo or fuel oil tanks. During the ISE, MI's observed excessive sediment and water over bottom plating, preventing visual inspection of hull condition. Vessel must clean and pump out hull/voids for inspection.
