"Ship" means a vessel of any type whatsoever, operating in the marine environment. No person may operate a U.S. non-oceangoing ship in the navigable waters of the United States, unless it has the capacity to retain on board all oily mixtures and is equipped to discharge these oily mixtures to a reception facility. Vessel is rigged for automatic discharge of oily bilge water from the engine space of the open boat. At future annual inspections, provide proof of proper oily bilge water disposal to the attending Marine Inspector, or Environmental Response Investigators.

Vessel's pre-packaged Orion first-aid kit was expired. Install a serviceable first-aid kit that meets the criteria of ISO 18813 (see Federal Register Vol. 87, No. 218).
