74 SOLAS (97 Cons) III/19.2 Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. During lifeboat steering test PSCO observed rudder unable to fully maneuver to port. Chief engineer stated that vibrtation caused rudder stock to loosen and prevent it from turning to STBD.
