The construction and arrangement of a vessel must allow the safe operations of the vessel in accordance with the terms of the COI giving consideration to provisions for a seaworthy hull, protections against fire, means of escape in case of sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passenger's and crew. Vessel made a report of running aground. Vessel shall not operate until Coast Guard vessel assessment is complete, provide a repair plan, make repairs as per approved repair plan, and Coast Guard Marine Inspector finalizes repairs.

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. MI found excess oil in the engine room bilge on both port and starboard side. Clean all oil from bilges and notify local OCMI once complete.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to test the steering systems of the vessel and make them available for inspection to the extent extent necessary to determine that they are in suitable condition and fit for the service intended. MI noticed port side steering hose was being stressed as the vessel maneuvered. Find a way to relive stress on the steering hose.
