The construction and arrangement of a vessel must allow the safe operations of the vessel in accordance with the terms of the COI giving consideration to provisions for a seaworthy hull, protections against fire, means of escape in case of sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passenger's and crew. Vessel made a report of running aground. Vessel shall not operate until Coast Guard vessel assessment is complete, provide a repair plan, make repairs as per approved repair plan, and Coast Guard Marine Inspector finalizes repairs. 46 CFR 177.100
